The property under consideration is residential. The purpose of the bulkhead is to prevent possible future erosion of the existing property and protect against soil disturbance in the canal. A Major Permit is being requested which will allow the bulkhead to be aesthetically consistent with the existing bulkheads on either side of the property line, as well as the entire length of the canal. Additionally, it will allow the proposed boat lift to be constructed much closer to the lot adjoining the property, which is also owned by the Houlihan family. PROJECT SUMMARY: The applicant is proposing to construct a bulkhead between two existing bulkheads an average of 16.1' waterward of normal water level, fill and grade the property, and install a boatlift. The property is Lot 51-N on Flyway Drive, Holiday Island, in Perquimans County. James Houlihan Field Investigation Report Page 2 Project Setting The applicant James Houlihan owns lot 50-N and 51-N on Flyway Drive, Holiday Island Subdivision, in Perquimans County. A residence is located on lot 50-N, and lot 51-N is vacant with the exception of a small 8' x 12' storage building and a small amount of riprap debris in the water at the comer of adjacent bulkheads on the east and west sides of the property. Mr. Houlihan's property has 68' of shoreline fronting along a man- made canal off the Albemarle Sound. The adjacent bulkheads are between 12' and 13' waterward of NWL of the applicant's shoreline. The closest structure in the water, not owned by the applicant, is a boathouse 95to the east of the project site. The canal width in front of the applicant's property is —45'. Currently there is no erosion control structure along the shoreline on Lot 51 with exception of the small amount riprap debris noted above. Water depths along an alignment between the adjacent bulkheads are between -3' and 4. No submerged aquatic vegetation was found in or near the project area, and there are no wetlands associated with the property. There is approximately 6sf of wetland vegetation at the east corner of the shoreline consisting of Pickerel weed (Pontederia cordata). The Water Classification for the Albemarle Sound adjacent to Holiday Island is SB and is closed to shellfish harvesting. There are no known archeological sites on or near the applicant's property. The property is low lying along the shoreline and gently slopes up to an elevation of —7' above normal water level (NWL) near the street, with an average elevation of 5' above NWL. Drainage on the property consists of sheet flow into the adjacent canal. The lot consists of—10,193sf of vegetated high ground. Vegetation on the property includes, but is not limited to, few ornamental shrubs, domestic grasses, Mimosa (Albizia julibrissin), Sugar Maple (Acer saccharum), Wax Myrtle (Myrica cerifera), Virginia Creeper (Parthenocissus quinquefolia), Pokeweed (Phytolacca americana), Poison Ivy, (Toxicodendron radican), Greenbrier (Smilax rotundifolia), Pennywort (Hydrocotyle spp.), and Green carpetweed, (Mollugo verticillata Q. Development Proposal The applicant proposes the following development on and adjacent to his property: 1) Construction of a 68' long bulkhead between two existing bulkheads an average distance of 16.1', and a maximum distance of 21', waterward of NWL. 2) Fill the low area of high ground along the landward side of the proposed bulkhead. 3) Clear and grade the remaining high ground. 4) Install a 12'x 12' boatlift — 3' from the western property line abutting a second property co -owned by the applicant. The canal adjacent to the proposed bulkhead may necessitate a slight reduction in the dimensions of the proposed lift to accommodate the % width limitation. 5) Relocate the existing storage building on the property to the adjacent lot, outside of the 75' Area of Environmental Concern. The amount of leaching is dependent on the type of organic material present in the water bottom substrate, oxygen levels and water movement; however, it is estimated that 90% of the leaching will occur within the first 90 days.
