DIRECTIONS TO THE SITE From the USACE Wilmington District, travel north on Hwy 17/Ocean Hwy for approximately 55 miles. Turn right onto NC Hwy 172 for approximately 13 miles; entering U.S. Marine Corps Base Camp Lejeune. Turn right onto Mile Hammock Bay Road; road ends at the marina. Project site is located directly across the Atlantic Intracoastal Waterway (AIWW), approximately 0.5 mile south of the marina. 18. Nature of Activity (Description of project, include all features) NOAA NCCOS proposes to fill 2 isolated ponds with dredged sediment, bringing the surface elevation back up to that of the surrounding marsh, which is approximately 0 - 0.2 m NAVD88. The ponds are approximately 40-60 cm deep and lie within 20 m of the shoreline (Fig 5). Pond A has an area of approximately 440 m2, and Pond B has an area of approximately 480 m2. Application of dredged material will be done by the government-owned special purpose dredge, SNELL, suctioning material from the bottom of the adjacent AIWW. Fiberglass boardwalks will be installed to support deployment of sediment and subsequent monitoring. Temporary silt fencing will be installed around the perimeter of the ponds to contain material, and removed upon project completion. The timing of sediment application will depend on the SNELL's schedule but will be between November 2017 and February 2018. It is anticipated to take less than a week to complete the pond filling at both sites. After optimal elevation is restored, planting of Spartina alterniflora over the filled ponds will occur (late spring 2018) to enhance the rate of marsh development. Surface elevation surveys will be conducted at 6 months then annually through 2020. 19. Project Purpose (Describe the reason or purpose of the project, see instructions) The overall purpose of this project is to increase coastal resiliency by means of restoring marsh ponds with dredged material from the nearby AIWW. The study area consists of low lying and highly fragmented marshes along the AIWW that are highly susceptible to sea level rise (studied intensively by the Defense Coastal Estuarine Research Program (DCERP) for the past decade). Shoreline erosion of the AIWW since its establishment in 1938 has resulted in a doubling of its initial width, from approximately 65 m wide to an average of over 130 m. The current shoreline erosion rate in the AIWW averages 0.20 m yr -1, resulting in a further loss of salt marsh habitat (DCERP Coastal Wetlands Final Report 2013). Pond formation is a natural process of coastal marshes, and small ponds tend to increase in size by anoxic conditions within the ponded water. Together, these processes of pond formation and shoreline erosion result in a loss of marsh habitat via conversion to open water that are not likely to recover. Application of dredged material would simulate the natural process of pond recovery and enhance the long-term resilience of the marsh platform. Reason(s) for Discharge Discharge of material into the two ponds is for purposes of restoring the areas (<0.25 acre) back to the original elevation that can support native vegetation. Doing so will reduce the rate of erosion occurring along the channel shoreline due to boat wake energy and sea level rise. Mile Hammock Bay marsh is fragmented and vulnerable to erosion and dieback. Protecting the marsh adjacent to the AIWW and Camp Lejeune property is particularly important to the Marine Base. 21. Description of Avoidance, Minimization, and Compensation (see instructions) The two ponds sites were chosen based on their being "isolated" from the nearby channel and not "connected" to any tidal creeks except during high tides and storm events. The ponds are also located within close range of the AIWW (16 m) thus minimal impacts are required to access the ponds with equipment. A larger, connected, pond was eliminated from the project based on resource agencies' concerns at an on-site meeting on April 19, 2016. Another agency meeting was held on December 2, 2016 with NCDCM, USFWS, NCWRC, USFWS, and USACE Regulatory discussed concerns, schedule and project details.
