Salisbury Street Wake Forest, North Carolina 27587 Raleigh, North Carolina 27604 RE: Meineke Car Care Center NWP 39 Pre -Construction Notification Application 604 North Main Street, Holly Springs, Wake County, North Carolina Dear Mr. Lastinger and Ms. Higgins: On behalf of Finan Properties, Inc., we are requesting a preliminary jurisdictional determination and authorization from the USACE to use NWP 39 for 0.0157 acres of permanent non -isolated, jurisdictional wetland impacts for fill/grading and infrastructure construction for the proposed commercial development, Meineke Car Care Center of Holly Springs. We are also requesting a 401 WQC from the NC Department of Environmental Quality for the above referenced impacts. Meineke Car Care Center is a 1.34 acre proposed commercial development and associated infrastructure (e.g., commercial infrastructure and utilities). The project is located at 604 North Main Street, Holly Springs, Wake County (Latitude: 35.6622oN Longitude: -78.8353-W). The project is in the Middle Creek Watershed in the Neuse River Basin. The Water Quality Classification for Middle Creek is C; NSW. James Lastinger, USACE, visited the site with S&EC environmental staff November of 2016 to confirm the delineation. The delineated jurisdictional areas included a forested wetland. The proposed project impacts consist of 0.0157 acres of permanent non -isolated wetland impact. The impacts are required for fill/grading and infrastructure construction. Mitigation is not anticipated for the permanent non -isolated wetland impacts. Please refer to attached PCN, supporting materials and plans for details describing the proposed impacts.
