NOI Application No. NCG130081 Alamance County We received your application for an NPDES discharge permit on June 26, 2017. After initial review, we have determined the need for additional information to confirm if a permitting requirement applies to this site. Please address the following questions: The Regional Office inspection on May 10, 2017 noted a large mulch pile that was shredded on site. Stormwater discharges from this type of activity (timber products) could require a stormwater permit. Has the site considered removing mulch processing activities and storage piles from this site? Removing these activities could eliminate the need for any NPDES permit, barring any water quality impacts from stormwater runoff at this site or wastewater issues from decomposing mulch that might otherwise prompt designation. The NOI application indicates other activities at this site are not categorically captured by stormwater regulations. The Regional Office inspector noted large ponds on site, and that all runoff flows into these ponds. What is the design storage capacity of these ponds? Ponds large enough to capture and hold runoff from the 25 -year, 24-hour storm event without discharging are not subject to an NPDES stormwater discharge permit. However, you must provide plans and calculations to confirm capacity. Can the site provide design details of the ponds on site that demonstrate they will capture and hold the runoff from such an event?
