Attached please find a request from the Town of Emerald Isle, in which they are
requesting authorization to place from 40,000 to 80,000 cubic yards of material resulting from a
USACE dredging of the Bogue Inlet AIWW crossing along +/- 2,200 linear feet of shoreline at
"The Point". I would like to request that you take a look at this modification request and submit
any continents that you may have concerning this proposal by November 3, 2008. Should you
have any issues or concerns relating to this proposal, please let me know. Thanks in advance for

Re: Minor Modification to Permit #127-04
Please find enclosed a request dated 9/18/08 from Mr. Frank Rush,, Jr., representing the Town of
Emerald Isle, to modify State Permit #127-04, issued to the Town of Emerald Isle for the relocation of
Bogue Inlet. This permit included a dike for passive renourishment of the inlet shoreline, and direct
renourishment of the ocean shoreline. The permit, #127-04, was issued on 9/9/04, and expired on
12/31107. Renewal of state permit #127-04 took place on 2/8108 and is set to expire on 12/31/09. A check
in the amount of $100.00 was received for the processing of a minor modification of state permit #127-04.
Mr. Rush has requeste? to place approximately 40,000-P,000 yd3 of spoil material at The Point,
specifically 11011-11017, 11101-11115,11201-11207, and 11301 Inlet Drive along with 10r-1 15 Bogue
Court. The spoil is to be dredged hydraulically by the USACE from the Bogue Inlet AIWW crossing, the
new Coast Guard channel, and the Bogue Inlet connector channel. This project is expected to renourish
approximately 2200 linear feet of shoreline. All sandbags permitted for the Point at Bogue Inlet, are located
within the bounds of this renourishment project. Being the specific use standards in NCAC 7H .0308 (a)(3),
NCAC 7H .0312 regarding sand compatibility, and all other conditions of state pemit #127-04 are met, I
recommend that the permit be modified as requested.

To Allow USACE Placement of Dredge Spoils at The Point in Emerald Isle
Dear Mr. Sugg, Ms. Barrett, and Mr. Huggett:
I am writing to request a modification to the Town's Federal and State permits for the Bogue Inlet Channel Erosion
Response Project to allow the US Army Corps of Engineers Navigation Branch to place beach quality sand
dredged from the Bogue Inlet AIWW crossing on the beach at The Point in Emerald Isle. Based on a similar
request in 2005-2006 that was considered a minor modification, I am enclosing a $100 permit modification fee for
the CAMA permit modification.
The Town has been informed that the Corps' Navigation Branch plans to dredge the Bogue Inlet AIWW crossing
and nearby portions of other channels (Bogue Inlet connector channel and the new Coast Guard channel, both
previously authorized dredging projects) with a pipeline dredge this coming winter, and that the Corps is willing to
place the spoil material at The Point in an area directed by the Town provided that the Town secures necessary
permitting approvals. As such, the Town is putting forth this request to augment the natural accretion occurring at
The Point to provide additional storm protection for nearby homes and infrastructure, to provide a more stable
recreational beach, and to improve public access to The Point. All dredging work and spoils placement will occur
within the acceptable environmental window this winter (November 15, 2008 - April 1, 2009).
The Town is seeking permission for the Corps to place approximately 40,000 - 80,000 cy of sand on
approximately 2,200 linear ft. of shoreline at The Point. Graphics illustrating the proposed placement area are
attached for your review. (Additional recent aerial photography is also attached to give you a better understanding
of the current conditions in this area.) As indicated, the Town is seeking to begin placement along the natural
shoreline located directly southwest of the Coast Guard Channel (in front of homes and Town infrastructure on
Bogue Court) and to the southeast in front of the homes and Town infrastructure on Inlet Drive. The additional
sand will primarily be used to increase the elevation of the flat beach in this area, fill in an existing narrow slough
of water (adjacent to exposed sandbags), and cover exposed sandbags. Based on rough calculations, this
material is expected to be sufficient to place sand approximately 200 ft wide at an additional elevation of +/- 3 ft.

The Corps' Navigation Branch already has an approved beach disposal area immediately to the east of the area
requested in this permit modification request. The approval of this permit modification request would simply shift
the permitted beach disposal area slightly to the west on the oceanfront and would also encompass the inlet-front
beach area along Bogue Court. The Town previously received permission from appropriate Federal and State
agencies to place material in this exact same area on two previous occasions in 1999 and 2006, and another
Corps project in 2003 placed material partially within the requested area of the oceanfront.
I am advised by the Corps' Navigation Branch that they will provide sediment quality data from the area to be
dredged in the near future. We expect this material to be suitable for beach placement, as the previous material
dredged from this area has historically been of excellent quality. The Town's consultants did complete an analysis
of material prior to dredging in 2006, and that material included mean grain sizes ranging from .15 mm to .31 mm.
The consultant's reports indicated that there was virtually no mud fraction in the 12 samples tested at that time.
The material actually placed on the beach in 2006 was not analyzed, however, it was aesthetically and texturally
compatible with the native beach and was well-received by the public. No concerns were expressed by Federal
and State regulatory agencies about the 2006 material.
Finally, it should be noted that if the Town is unable to secure a permit modification to place this material in the
area requested that the Corps will place this material in its permitted beach disposal area just slightly east
anyway. This fact should greatly diminish any concerns about the placement of spoils directly at The Point.
Thank you for your consideration of our request. We are anxious to augment the beach at The Point this winter,
and believe that it will promote and expedite the stability in this area that all parties are seeking.
