Please accept this as official correspondence in reference to the proposed Wylie Creek Subdivision development. This project has been assigned AID # SAW -2016-01948. Please reference this number in future correspondences. Yes, I did receive the mylars on July 5, 2017. Thank you for providing the electronic copy of the survey and PCN submittal. Because a final determination of the jurisdictional status of onsite wetlands has not been made, project impacts cannot be accurately quantified; therefore, the permit application is considered incomplete and will not be processed at this time. The submitted maps and Rapanos forms must first be reviewed for accuracy and completeness of information. After any required changes are made, the Wilmington Field Office Chief must then review and approve the jurisdictional/non-jurisdictional determination of the onsite resources. Upon approval by the chief, the data is then submitted to EPA for review and approval. Once the EPA concurs with the determination, a final jurisdictional determination will be issued to the property owner. Project impacts should be calculated based on the issued final jurisdictional determination. This process can take several months depending on various factors. I have glanced at the permit application but have not conducted a full review because of the isolated wetlands issue; however, it appears the information is too deficient to process a permit and an extensive request for additional information may be needed. Once I have a better idea of what the resources are, I will likely require a pre - application meeting with the applicant, their representatives, and the state in order to iron some of these issues out before the application is resubmitted. I will be in contact with Haywood regarding the JD submittal and any information/corrections that are needed, so you may contact him for status updates; however, please feel free to contact me with any questions. This submittal is also known as the tract on Island Creek Road, and Haywood Pittman had told us to send the Wetlands Delineation Maps to you as well.
