EXISTING IMPERVIOUS DETERMINATION
Dear Reverend Graves:
On November 5, 2008, at the request of your consultant, Steve Mitchell, Amy Chapman conducted
an on-site determination to review the existing impervious surfaces in the protected riparian buffer.
The features labeled as "B" and "C" on the attached map has an existing single lane impervious
road crossing the subject streams and the feature labeled as "D" on the attached map has an
existing path crossing of a subject stream with no existing impervious surfaces in the protected
riparian buffer. The attached map was initialed by Mike Horan of the Raleigh Regional Office on
November 21, 2006 and Amy Chapman on November 21, 2008.
Existing impervious roads in the Neuse protected riparian buffer that have been in place prior to
the July 22, 1997 effective date of the Neuse Buffer Rule, can be paved and are exempt from the
Neuse Buffer Rule (15A NCAC 213.0233), provided no new impervious surface is added outside
of the footprint of the existing impervious roads.
This letter only addresses the existing impervious surfaces in the protected riparian buffers and
does not approve any activity within the buffers. Nor does this letter approve any activity within
Waters of the United States or Waters of the State. If you have any additional questions or
