Thanks for discussing the hand clearing/temporary impacts issues with me this morning.
I had a chance to review the entirety of the PCN and attachments this afternoon and
need clarification before proceeding with verifying the use of Nationwide Permits
13/23/33. Please submit the requested information below (via e-mail is fine) within 30
days of receipt of this Notification, otherwise we may deny verification of the use of
these Nationwide Permits or consider your application withdrawn and close the file:
1) I cannot find any records of a delineation report or JD request for this project in
our files, and none was attached to the PCN. Please submit either of these
items, including the delineation map and wetland/upland data forms for review;
2) Per NWP 33 Regional Condition 4.1.2, include a restoration plan that thoroughly
describes how all temporary fills will be removed, describes how pre-project
conditions will be restored, and includes a timetable for all restoration activities.
Please also include a wetland planting plan to re-establish characteristic wetland
vegetation in the temporary wetland impact areas;
3) Per our discussion this morning, please submit a revised Impact Summary Sheet
that clearly lists the acreage of temporary wetland impacts (for sediment and
erosion control activities) proposed to occur within the wetland hand clearing
areas;
4) In an effort to reduce redundancy of permit conditions, would NCDOT be
amenable to requesting authorization for the proposed project under NWP 14?
There would be no need to resubmit the PCN, instead simply write in the
request in your response email. If this is problematic for NCDOT or NCDWR
(April?), please let me know.
