Mr. Tuck: The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed the above-referenced report, submitted by C1earWater Environmental Consultants (November 3, 2008). Our comments on the report are as follows: • Based on the monitoring data presented, the restored crossings appear to be relatively stable, with no excessive erosion or aggradation. The vegetation data provided appear to show that adequate stem densities are present at the site. However, we are concerned regarding the dominance of Lespedeza sp.in the restored areas. The abundance of this nuisance exotic, particularly if drought conditions continue during the next growing season, may negatively impact the growth and survival of the planted species. Some form of control may be necessary if tree mortality is noted during subsequent monitoring events.
