Re: Action ID 2007 286 067 Issuance of a Department of the Army Permit for
wetland fill associated with the construction of the Marine Special Operations
Command Complex (MARSOC) located in the former Stone Bay Rifle Range Area,
Camp Lejeune, Onslow County, North Carolina; Navigable Waters Evaluation
Dear Mr. Shaver:
URS respectfully submits this evaluation in response to requests by the US Corps of
Engineers (USACE) for Whiting-Turner to provide justification for the vehicular
Perimeter Road Bridge that will cross a channel containing section 404 wetlands and
jurisdictional stream at the MARSOC area of Camp Lejeune. At issue is the Navigable
Waters of the United States clause in the Code of Federal Regulations (CFR) over which
USACE regulatory jurisdiction extends.
The southern most navigable point of the subject channel is located approximately 650
feet south of the proposed Perimeter Road Bridge (34.58066 N, -77.443406 W; see
Attachment A). This is the limit of the mean high tidal waters, and in accordance with 33
CFR Part 329.12(b), this location is the jurisdictional extent of navigable waters. Based
on the existing narrow width, shallow depth, and numerous fallen logs across the subject
channel, only small craft such as canoes or kayaks could potentially navigate to this point
south of the Perimeter Road Bridge. Upstream of the limit of the mean high tidal waters,
there is insufficient water to allow navigation. The referenced figure in Attachment A is
the same figure depicting the coastal/riparian wetland boundary.
Additionally, the MARSOC complex will require a perimeter security fence to be
installed entirely around the compound to restrict access to unauthorized persons. The
MARSOC mission maintains the combat readiness of Marine forces in a rapidly changing
world accented by asymmetrical warfare and the continuing war on global terrorism. A
seven-foot high fence will be attached to the Perimeter Road Bridge, over the spanned
wetlands. Attaching the fence to the bridge will reduce impacts to the wetlands. The
fence fabric will extend down to one foot above the high tide water level. It is noted that
this project will not prohibit access to coastal resources by the public. The MARSOC

compound itself is a secured military installation and the areas immediately north of the
project site are existing military live-fire ranges where public access is strictly prohibited.
As described in previous correspondence, this bridge, and all the bridges shown on the
MARSOC drawing set, will be installed by a specialty bridge constructor who has been
retained by Whiting-Turner, the lead contractor. The sequence of construction practiced
by this firm allows for work from the bridge deck, such that the temporary impacts to the
wetlands crossing areas will be further minimized and matting will likely not be required.
Per the information received from Bridge Builders USA, Inc., only foot traffic will be
required in the wetlands to spot pile locations. All other work will be from the bridge
deck by advancing equipment on completed sections of the bridge. The proposed bridge
will span over special secondary nursery areas in estuarine waters and coastal wetlands.
The bridge approach bents will be located entirely within the upland areas and piers will
be placed within the coastal wetlands to support the bridge spans. The piers will have a
de minimus effect on aquatic resources.
