PROJECT SUMMARY: The applicant is proposing to perform maintenance excavation of an existing boat basin. Winding River Page 2 9. PROJECT DESCRIPTION: The project site is located at 200 Riverhouse Road, adjacent to the Lockwoods Folly River, within Winding River Plantation, near Bolivia, in Brunswick County. To find the property from US-17 south are as follows: turn left onto Southport-Supply Rd / NC211 and travel approximately 2.8 miles to Zion Hill Road. Turn right onto Zion Hill Road and travel approximately 1.7 miles to Riverhouse Road. Turn right onto Riverhouse Road and travel approximately 0.8 miles and Riverhouse Road dead ends at the project site. The subject property is approximately 1.21 acres with approximately 308' of shoreline frontage on the Lockwoods Folly River. The application states the highground portion of the property is elevated approximately 5 feet above Normal High Water. Vegetation consists of lawn grasses, ornamental trees and shrubs on the highground. Existing man-made features on the property include a clubhouse, bulkheaded boat basin, 10 slip docking facility, boat ramp and parking lot. State Permit No. 112-98 was issued to Winding River Plantation, Phase III c/o Blugreen Corp. on August 13, 1998, however the boat basin dock and ramp were deleted from in Condition no. 1 of this permit. On May 5, 1999, State Permit No. 112-98 was amended by CRC Variance to allow the boat basin, docks and ramp. A Minor Modification was issued on December 6, 1999 authorizing the construction of an additional pier to serve Lots 6, 7, and 8. State Permit No. 112-98 expired on December 31, 2001. The waters of the Lockwoods Folly River adjacent to the project site are classified as SC, HQW by the North Carolina Division of Water Quality. They are designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries, and they are Closed to the harvest of shellfish. PROPOSED PROJECT: The applicant is also proposing to perform maintenance excavation of the existing boat basin and access channel (see Sheet 2 of 4). The access channel measures approximately 50' in length by 28' in width and the existing average water depths are approximately -2' @normal low water (NLW). As proposed, the access channel would be excavated to a final project depth of -4' @ NLW. The approximate water depth of the Lockwoods Folly River adjacent to the access channel is -5' @NLW. The existing boat basin measures approximately 140' in length by 112' in width and the existing average water depth is 0' @NLW (see Sheet 3 of 4). As proposed, all maintenance excavation would be performed to a final project depth of -4' @NLW. The applicant states that the material would be excavated using a bucket to barge and the barge would be unloaded at the boat ramp. The spoil material would then be placed in a dump truck or trailer located in the gravel parking lot landward of the 30' buffer and allowed to dewater at least overnight before being transported to the spoil disposal site. The spoil disposal site is located approximately 2.5 miles inland from the boat basin at the community's boat storage yard off Riverwood Drive (see Sheet 4 of 4). The parcel is approximately 1.94 acres and the designated spoil disposal area would measure approximately 140' in length by 200' in width and the material would be contained within this area by silt fencing. The applicant states that the disposal site would also be available for future maintenance excavation. As proposed, a total of approximately 2,900 cubic yards of material would be excavated. Winding River Page 3 10. ANTICIPATED IMPACTS The maintenance excavation would disturb approximately 17,080 sq. ft. of shallow bottom. The excavation operation would likely result in a temporary increase in turbidity. The project would also result in the disturbance of approximately 22,940 sq. ft. of highground as the result of spoil disposal which would be located landward of the 75' Estuarine Shoreline Area of Environmental Concern (AEC). Date Applicant Name - A471 Applicant Sign are Project Name j % =g4 Winding River Plantation Maintenance Dredging Project Narrative The Winding River Plantation boat basin is located on the Lockwood Folly River in eastern Brunswick County, North Carolina. The proposed project consists of removing approximately 2,900 cubic yards (cy) of bottom sediments that have infilled the basin since the last maintenance event conducted over 2 years prior. No changes are proposed to the originally permitted design as specified in Major Permit #112-98 and final grade is proposed to be -4' MLW (Mean Low Water) with the final grade gently sloping upward toward the landward portion of the basin. Excavation operations will be executed via mechanical (bucket and barge) dredging due to the lack of viable disposal options near the project site. Material excavated from the basin will be immediately placed on a barge and transported to the boat ramp located onsite. Unloading of the material from the barge will occur at the boat ramp and be conducted using a tracked skid steer for the transport of material from the barge to awaiting sealed dump trucks or trailers located on a gravel portion of the upland parking area for the facility. Material will be held in the trucks or trailers onsite overnight in order to allow for adequate dewatering prior to hauling. After initial dewatering the material will be transported to the disposal area located approximately 2.5 miles offsite at the community's boat storage yard on Riverwood Drive. All necessary precautions will be taken to prevent spillage of spoil material while transporting the material to the offsite disposal area. ?,wf ?
