Reference: Remediation Plan for Unnamed Tributary to White Oak Creek

Dear Ms. Wiggs,
On August 26, 2008 C1earWater Environmental (CEC) conducted an erosion and
sedimentation site inspection at White Oak Plantation (WOP) in Polk County (Figures 1-2).
During the site inspection, CEC noted a sediment basin near Sandy Plains Road had failed
during the consecutive heavy rain events. WOP contacted DWQ and reported the lost
sediment to the Unnamed Tributary to White Oak Creek in order to comply with the twenty-
four hour non-compliance requirement that is part of their General Permit NCG 010000.
WOP submitted a remediation plan on September 11, which DWQ then approved September
22, 2008. This letter concludes all documented remedial actions DWQ approved on September
22, 2008 to remove the sediment from the Unnamed Tributary to White Oak Creek. Photo
documentation is included below presenting stream conditions prior to and following the
erosion control failure.
Sediment Removal from an Unnamed Tributary to Little Willow Creek
On September 3, 2008 C1earWater Environmental Consultants, Inc. (CEC) conducted an
erosion control inspection at White Oak Plantation to inspect the extent of sedimentation in the
Unnamed Tributary to Little Willow Creek following a heavy rain event on August 26, 2008.
CEC recommended that sediment removal activities begin once DWQ approval of the
sediment removal methodology is attained. CEC posted flag stations throughout the Unnamed
Tributary to document pre and post remediation conditions, however; these original flags were
lost and CEC had to re-hang new flags on October 14, 2008. These new flag stations are
included in the pre- and post photo documentation.

The sediment removal was conducted by hand labor only (5-gallon buckets, shovels). The
stream bed in the 400 feet closest to the basins had minimal sediment deposition that was
maximum 1 inch deep. The depth of sediment increased to approximately 6-12 inches as one
followed the Unnamed Tributary away from the basin and into the flatter flood plain of White
Oak Creek. Only the top 1-12 inches of accumulated sediment was removed, leaving the
original stream cobble in place. In the field adjustments were made to determine the amount of
sediment that should be removed from the Unnamed Tributary according to observations of the
soil color and original streambed conditions.
This accumulated sediment was deposited in a sediment basin approximately 25 feet from the
stream. No construction equipment entered jurisdictional waters. Further actions included
removing debris and riprap from the stream channel, and stabilizing banks following sediment
removal with vegetation.
