The stream and wetland delineation was conducted by Pilot Environmental Inc. and is enclosed. The findings of the delineation show that no additional impacts can be expected other than those previously presented for culvert crossings and sewer main extensions. I am hopefully this addresses the concerns you provided previously. I had a good discussion with Michael Brame at Pilot and he helped me better understand how the flow of information on these types of projects should be presented. Project Summary This project area is the first phase of development and covers 28.15 Ac of a 48.96Ac overall tract. The site has been approved as a major subdivision by the Forsyth County/City of Winston Salem Planning Board. No specific development plan has been tabled for the remaining tract on the east side of Oil Mill Branch, however, the planning board required a street to be stubbed to the remaining tract for potential future development as well as the tract to the North of this property. The impacts proposed are two permanent culvert crossings and temporary impacts for the extension of the public sanitary sewer main to service the proposed subdivision lots. The total impacts proposed are under 150LF. The owners are aware that any subsequent impacts for future expansion of this development to the eastern portion of the property could require them to mitigate those impacts in addition to the proposed impacts for this request. (Pilot) is pleased to submit this report of the wetland delineation for the approximate 44.4 acre tract located east of Castillo Road in Pfafftown, Forsyth County, North Carolina. Background Wetlands are defined by the United States Army Corps of Engineers (USACE) and the United States Environmental Protection Agency (EPA) as "those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and under normal circumstances, do support a prevalence of vegetation typically adapted for life in saturated soil conditions." In order for an area to be classified as wetland, hydrophytic vegetation, hydric soils, and wetland hydrology indicators must be present. Section 404 of the Clean Water Act (CWA) regulates the discharge of dredge and fill materials into waters of the United States (lakes, rivers, ponds, streams, etc.), including wetlands. Waters of the United States include the territorial seas, navigable coastal and inland lakes, rivers and streams, intermittent streams, and wetlands. The EPA and the USACE jointly administer the Section 404 program. Section 401 of the Clean Water Act grants each state the authority to approve, condition, or deny any Federal permits that could result in a discharge to State waters. Jurisdictional features include wetlands, open waters, ponds, lakes and perennial/intermittent streams. Jurisdictional features are regulated by the USACE and North Carolina Department of Environmental Quality -Division of Water Resources (NCDEQ-DWR). Permits are required prior to impacting any jurisdictional feature. The type of permit required is specific to the type, location and amount of impacts. Stormwater management plans and/or mitigation for proposed impacts could be a requirement of the permit approval process. Changes including, but not limited to, regulations, weather, timber/vegetation removal and usage/development of the site or nearby properties can alter the findings and opinions presented in this report. We recommend that this report only be used for preliminary planning purposes. Agency verifications, followed by a survey of jurisdictional features are required to determine the exact extent and locations of jurisdictional features and are valid for a period of up to five years following issuance of a USACE Jurisdictional Determination (JD) and/or NCDEQ-DWR Site Determination Letter. Scope of Services Pilot was contracted to perform a wetland delineation for the approximate 44.4 acre tract located east of Castillo Road in Pfafftown, Forsyth County, North Carolina. The site is identified by the Forsyth County Geographical Information System (GIS) as Parcel Identification Number (PIN) 5897- 42-7343. The scope of services included a delineation of jurisdictional features (streams, wetlands and other surface waters) on the site. The site boundary was not surveyed at the time of our field delineation. Literature Review We reviewed the U.S. Geological Survey (USGS) Topographic Map, the U.S. Department of Agriculture (USDA) Soil Survey of Forsyth County, the U.S. Fish and Wildlife Service (USFWS) National Wetland Inventory (NWI) Map and the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM). • The USGS Topographic Map (Drawing 1) depicts Oil Mill Branch crossing the central portion of the site. An unnamed tributary to Old Mill Branch is depicted along a portion of the northern site boundary. Additionally, drainage swales that could contain surface waters or wetlands are located on the site. • The USDA Web Soil Survey of Forsyth County (Drawing 2) identifies the following mapping units on the site: Clifford sandy loam (CIC), Codorus loam (CoA), Fairview fine sandy loam (FaD and FaF), Oak Level loam (OkC), Rasalo fine sandy loam (Rab and RaC) and Tomlin loam (TmD). The Clifford series consists of well drained, moderately permeable soils that occur on hills and interfluves. The Codorus series consists of moderately well to somewhat poorly drained, moderately permeable soils that occur on nearly level floodplains. The Fairview series consists of well drained, moderately permeable soils that occur on hills, ridges and interfluves. The Oak Level series consists of well drained, moderately slowly permeable soils that occur on low hills and ridges. The Rasalo series consists of well drained, moderately slowly to slowly permeable soils that occur on uplands. The Tomlin series consists of well drained, moderately permeable soils that occur on hills and ridges. The Codorus (CoA) soil mapping unit is identified on the 2 Wetland Delineation Pilot Project 2749.1 August 16, 2017 Forsyth County Hydric Soils List. The remaining soil mapping units are not identified on the Forsyth County Hydric Soils List. Pilot also reviewed the last published USDA Soil Survey of Forsyth County (Drawing 2A). The published soil survey depicts Oil Mill Branch crossing the central portion of the site and an unnamed tributary to Oil Mill Branch along a portion of the northern site boundary, consistent with the USGS Topographic Map. Additionally, two unnamed tributaries to Oil Mill Branch are depicted on the southern portion of the site. • The USFWS NWI Map (Drawing 3) depicts a riverine feature crossing the central portion of the site. A second riverine feature is depicted immediately northeast of the site. • Pilot reviewed the FEMA FIRM (Drawing 4) for the site. The FEMA FIRM identifies the site as being located in Zone X, an area of minimal flood hazard. Field Delineation Pilot conducted the site visit on August 15, 2017. The site contains recently timbered land and wooded land. Ponds are not located on the site. Several streams are located on the site. The streams have defined beds and banks, evidence of ordinary high-water marks, meanders, substrate sorting and riffle pool complexes. Crayfish, salamanders and minnows were observed in several of the streams. Based on our observations, it is our opinion that the streams are perennial with the exception of streams ISAC and ISAD. Streams ISAC and ISAD had weaker stream characteristics and contained flowing water in areas, stagnant water in pools and areas with dry stream beds. Based on our observations, it is our opinion that streams ISAC and ISAD are intermittent. The centerlines of the streams were marked in the field with blue and white striped surveyor tape. Wetlands are located on the northwestern and northeastern portions of the site, immediately adjacent to streams on the site. The wetlands are separated from surrounding uplands by topographic, vegetation and/or soil breaks. USACE Wetland Determination Data Forms, supporting our opinions, are included as attachments. The wetland boundaries were marked in the field with red and white striped surveyor tape. Drawing 5 shows the approximate locations of the streams (including our designations), wetlands, data point locations and our flag numbers. The locations and designations of streams and wetlands shown on Drawing 5 are subject to change following agency verification of the delineation. 3 Wetland Delineation Pilot Project 2749.1 August 16, 2017 Watershed Classification According to the NCDEQ-DWR, the site is located in the Yadkin River Basin. Oil Mill Branch and several unnamed tributaries to Oil Mill Branch are located on the site. The NCDEQ-DWR has classified Oil Mill Branch, and it's receiving site waters, as Class C waters. We recommend consultation with Forsyth County to determine if the features on the site are subject to local buffer/stormwater set -back requirements. Agency Verification The site has not been verified by the USACE or the NCDEQ-DWR. We understand that our flags will be surveyed to determine the exact extent and location of jurisdictional features and applicable surface water buffers.
