Dear Mr. Goodrich,
Coal delivered to Roxboro Steam Electric Plant during winter months is treated at the
mine with anti -icing fluid. Past anti -icing chemicals have been identified to the NPDES
Unit An additional chemical, FCA -2500 will be used beginning this winter to treat the
coal delivered to Roxboro Plant This product is similar to FCA -2000 that was identified
to the NPDES Unit in a letter dated October 25, 2004 It is estimated that approximately
131,000 gallons will be used per month. There is a small potential that some of the anti -
icing chemical will be discharged into the coal pile runoff pond via stormwater falling on
the coal pile The discharge of the coal pile runoff pond (Outfall 006) has an aquatic
toxicity monitoring requirement which eliminates the need for a Biocide/Chemical
Treatment Worksheet - Form 101. Enclosed is the MSDS for the FCA -2500.
