St. James POA, c/o Rana Stansell, PE, CFM (agent) Page Two 9. PROJECT DESCRIPTION The project is located off St. James Drive SE, adjacent to Polly Gully Creek, in St. James, Brunswick County. To find the project site from the Wilmington District Office, turn left off Cardinal Street on to Market Street. Travel 0.4 miles and turn right on to Martin Luther King Jr. Pkwy (US -74). Travel 5.3 miles and merge right on to NC - 133. Travel 0.7 miles, crossing over the Isabel Holmes Bridge, until you reach US -17. Turnleft on US -17 and travel 1.1 miles, keep right and merge onto NC -133 S/US-17 S. Travel 2.6 miles and take the US -17 exit toward Shallotte /Myrtle Beach. Continue 0.8 miles onto US -17 S/ Ocean Hwy E. Travel 13.1 miles and then turn left on to US -17 BUS. Travel 1.7 miles and turn left on to NC -906. Continue 9.5 miles and turn left onto Maxwell Drive. Travel 0.4 miles and continue straight on to St. James Drive SE for another 2.5 miles to Polly Gully Creek Bridge. A parking lot is located after the bridge on the right. St. James Plantation is an existing residential golf course community off Highway 211 in Brunswick County. A portion of the property has been developed with single family homes, condominiums, golf courses, clubhouses, marina, boat storage, and other amenities to the residents. St. James borders the Atlantic Intracoastal Waterway and Beaverdam Creek. Polly Creek Gully, a tributary to Beaverdam Creek, bisects the property. The area lies within the Cape Fear River Basin. The project area comprises primarily of tidal marsh species Smooth Cordgrass (Spartina alternaflora), Black Needlerush (Juncus roemerianus), Spike Grass (Disticlis spicata), and Glasswort (Salicornia spp.) The area slopes down on both sides of the existing bridge/causeway. The concrete bridge spans a l Oft wide creek channel, with the remainder of the crossing being a filled causeway retained by a newly installed sheet pile bulkhead. The total length of the causeway and bridge measures approximately 400ft across from highground to highground. State Permit No. 15-14 was issued February 7, 2014 authorizing replacements on the causeway south of the Polly Gully bridge section measuring approximately 243' to the west and approximately 270' to the east, and replacements on the north side of the bridge section measuring approximately 55' to the west side of the causeway and 6 P to the east. The new bulkhead alignment was authorized 2' waterward of the previous wooden bulkhead. Work on this project is almost complete with most of the bulkhead replacement sections finished and capped. The waters of Polly Gully Creek are classified as SA;HQW by the North Carolina Division of Water Resources. They are designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries to the east of Polly Gully bridge. They are CLOSED to the harvest of shellfish. PROPOSED PROJECT St. James Property Owners Association is applying to modify State Permit No. 15-14 to extend the length of the previously authorized bulkhead replacement on both sides of the existing bridge. This office discovered additional trenching and sheet pile installation beyond the scope of the existing permit. A Notice of Violation was issued on June 13, 2017 requesting that work stop immediately and an application submitted for a major modification. The applicant requests a major modification to State Permit No. 15-14 to extend the bulkhead replacement 80' linear feet (LF) and 2 ft waterward on the south end of the causeway on the west side, resulting in a total disturbance area of 221 sq. ft.. The applicant proposes to extend the bulkhead replacement 69' LF and 2 ft waterward on the south end on the east side, resulting in a total disturbance area of 221 sq. ft.. The applicant proposes to extend the bulkhead replacement 11 LF and 2 ft waterward on the north end of the causeway on the west side, resulting in a total disturbance area of 24 sq. ft.. The applicant proposes to extend the bulkhead replacement 7 LF on the north end on the east side, resulting in a total disturbance area of 13 sq. ft.. The remaining existing wooden bulkhead would be removed during this process. The extensions would connect with the existing sheet pile bulkhead which was previously permitted under State Permit No. 15-14. St. James POA, c/o Rana Stansell, PE, CFM (agent) Page 'three 10. ANTICIPATED IMPACTS The proposed 80 LF replacement bulkhead extension would result in filling 74 sq. ft. of coastal wetlands and 9 sq. ft. of 404 wetlands. The 69 LF replacement bulkhead extension would result in filling 64 sq. ft. of coastal wetlands and 28 sq. ft. of 404 wetlands. The proposed project would result filling a total of 138 sq. ft. of coastal wetlands and 37 sq. ft. of 404 wetlands. The project would also result in a total of 421 sq. ft. of highground disturbance. The work will possibly result in a temporary increase in turbidity after high tides. Submitted by: Brooks Surgan Date: 8/24/17 Office: Wilmington St. James Bulkhead Replacement St James Plantation Brunswick County, NC Project Narrative Existing Conditions The project site is located on the St. lames Plantation property in Brunswick County, North Carolina (Lat. 35.932514 N, Long. 78.112217 W). Specifically, the project is at the St. James Drive SE crossing of Polly Gully Creek and its adjacent salt marsh, which is primarily comprised of black needlerush (luncus roemerianus) and smooth cordgrass (Spartina alterniflora). The existing bridge is a 50 ft. long cored slab bridge, 27 ft. wide with a standard jersey barrier rail. The bridge is supported by concrete abutments on each end. Both the abutments and the cored slab bridge are in good condition. The bridge is approximately 12 degrees askew relative to the roadway, creating a hazardous projection of the northeast barrier rail. The roadway is comprised of two lanes and is approximately 24 ft. wide. The guardrail installed on both sides of the road is nonconforming timber rail. This rail has several sections that have been improperly repaired. The rail does not meet FHWA requirement for vehicles or cyclists. This structure provides the only access to approximately 800 residents in St. James Plantation. Polly Gully Creek (Stream Index # 18-88-9-1-1) is a Class SC water with secondary classifications SW and HQW, and drains to Beaverdam Creek approximately 0.5 mile east of the project site, in the Cape Fear River Basin. The mean high water elevation in the project area is approximately 4.40' and the mean low water elevation is approximately 0.15'. The surrounding land use is comprised of a residential development and golf course community. Prior to this project, CAMA issued Permit No. 58-02 on May 9, 2002 for construction of the bridge on St. James Plantation Drive SE over Polly Gully Creek. Subsequent CAMA approvals for the bridge included a permit refinement, dated February 24, 2003, a minor modification dated October 8, 2003, permit renewals dated November 7, 2005 and April 22, 2008, and a permit extension dated April 21, 2010, which expired on December 31, 2012. The North Carolina Division of Water Quality issued a Water Quality Certification on April 11, 2002 (DWQ Project # 020277). The U.S. Army Corps of Engineers issued authorization under General Permit 198000291(USACE Action ID No. 200200641), as well as a subsequent permit modification, dated March 12, 2003. Original Proposed Proiect The proposed project will be privately funded by the St. James Plantation Property Owners Association. No public funds are to be used. The original proposed project had three elements: Bulkhead Replacement The approach on both sides of the bridge (250 ft. south and 60 ft. north) is supported by decaying timber lagging bulkhead with a maximum height of about 4 ft. The project will replace the decaying bulkhead with a sheet pile wall. The existing bulkhead will be left in place and new sheet pile walls will be constructed on the exterior of the existing bulkheads. This will extend the fill 2'-0" along the entire length of the bulkheads on both sides of the road. Impacts will be created to the wetlands for this construction. This impact is necessary since the bulkhead can't be replaced in the same location. Given the irregular alignment of the existing wall, the new sheet pile wall must be placed on outside of the existing wall. If the new sheet pile was placed in the same location the clear road width would be reduced by 1 foot on each side creating a narrower travel lane which would create unsafe driving conditions. In addition, the roadway would have to be closed to construct the wall in the same location and this road must remain open to traffic at all times since it is the only access for the residents and fire and rescue. Construction of guardrail is also proposed along the approach roadway. The majority of the construction equipment utilized to construct the wall will be on the existing roadway. Temporary timber mats will be utilized in the wetlands in order to install the wall anchors. Roadway Realignment The bridge is approximately 12 degrees askew relative to the approach roadway, creating an unsafe condition. The layout of the proposed sheet pile wall will allow a slight realignment of the roadway to alleviate the skew and improve safety. The work associated with the bulkhead replacement and roadway realignment will not have any impacts to Polly Gully Creek. The work that is proposed is outside of the Creek. Future Pedestrian and Golf Cart Walkway St. James Plantation Property Owners Association proposed to construct a new pedestrian walkway on the west side of St. James Plantation Drive SE. The walkway will be a wooden, slotted structure elevated a minimum of 3 ft. (measured from the bottom of the joists) off the marsh substrate. The proposed walkway will be 10' wide in order to accommodate both golf carts and pedestrians. While the bridge is wide enough to accommodate shoulders and pedestrian traffic, the approach roadway north and south of the bridge is too narrow. Pedestrians frequently utilize a nearby (located within 85 to 115 feet from the roadway and bridge) golf cart path to cross the marsh. This creates an unsafe condition for several reasons, including: the existing path is a not wide enough to safely accommodate carts and pedestrians; the existing path is a boardwalk that has no guardrails; and the existing path is showing signs of decay. In addition, the existing path is owned and maintained by the Clubs at St James Plantation, LLC and not St. James Plantation POA. The existing path is only supposed to be used by those that are playing golf at Clubs at St James Plantation since it is within the right of way of the golf course. The new walkway is proposed to improve pedestrian safety by directing pedestrians and residential golf carts away from the road and away from the existing golf cart path walkway which is owned by the golf course and not the community. The walkway will be constructed by St. James Plantation Property Owners Association within the next 3 years. It will not be constructed at the same time as the sheet pile walls but is being permitted concurrent with the bulkhead. A top-down method is proposed for construction of the future pedestrian walkway. If this is not feasible, temporary timber mats will be utilized for construction. Original Permits for Bulkhead Replacement and Walkway This bulkhead replacement project was permitted by CAMA on February 7, 2014, Permit Number 5-14; by the U.S. Army Corps of Engineers on January 14, 2014, Action ID. SAW -2002-00641; and by the North Carolina Department of Environment and Natural Resources on December 6, 2013, DWR Project No. 13- 1251. Modifications to Proposed Project Due to safety issues it has become necessary to extend the bulkhead on both ends of the project along St James Plantation Drive SE. The bulkhead will be extended a maximum of 80' beyond the original limits on the south end and a maximum of 11' beyond the original limits on the north end. This creates additional coastal and 404 wetland impacts on the north end of the project. There are no additional wetland impacts along the north side of the project. Stormwater Stormwater from the existing roadway sheet flows off the roadway into the adjacent wetlands. No treatment is required. The proposed project will maintain the existing sheet flow drainage from the roadway. The proposed project will not create any additional impervious area therefore a Stormwater Permit modification is not required.
