PROJECT SUMMARY: Patrick Willis is proposing to fill 1440ft2 of ACOE Jurisdictional Wetlands and place 5 culverts at 3070 Cedar Island Rd. to construct a single-family residence with septic system and driveway. Field Investigation Report: Patrick Willis Page 02 9. NARRATIVE DESCRIPTION: The Patrick Willis property is located at 3070 Cedar Island Rd. in Cedar Island, Carteret County. Adjacent to the property is Cedar Island Bay which connects to Core Sound. There are residential properties on either side of this lot. Currently the property is undeveloped and wooded. It is 2.41 acres in its entirety. There is a thick fringe of Coastal Wetlands containing Spartina alterniflora and Juncus roemarianus along the shore. Existing on interior portions of the lot is a large expanse of ACOE Jurisdictional Wetlands. Portions of this area have been delineated by ACOE. Water depths in this area of Cedar Island Bay range from -1' to -3' at NLW. The bottom is mostly sand. Cedar Island Bay is an Outstanding Resource Water, is subject to the Neuse River buffer rules and is open to shell fishing. This area is a Primary Nursery Area. Carteret County's Land Use Plan classifies this lot as residential. 10. PROJECT DESCRIPTION: Patrick Willis is proposing to construct a single family residence at 3070 Cedar Island Rd. The home would have a 40'X50' foundation footprint and would be placed 85' from NHW. It would be constructed at a future date. The septic system serving the home would be 47'X71' and would be constructed 57' from NHW. Both structures and the well would be placed outside the 30' CAMA buffer and 50' Neuse River buffer. The driveway serving the home would involve the filling of 1,440ft2 of ACOE Jurisdictional Wetlands. There would be five 30' culverts placed under the rock driveway to improve and equalilze drainage to allow natural flow. None of the culverts would direct discharge to SA waters. The project would create a total of 4,700ft2 of impervious area which is less than 25% of the total lot in the ORW management area. 11. ANTICIPATED IMPACTS: There would be a total of 8,037ft2 of high ground disturbed during this project which is less than the 10,000ft2 threshold for low density. There would be 1,440ft2 of ACOE Jurisdictional Wetlands filled. This project should fall under the 1/10ffi acre threshold for ACOE. There is no proposed culverts or ditches within the vegetated stormwater buffer Name: Ryan Davenport Date: 8/28/17 Morehead City 3070 Cedar Island Rd Cedar Island, NC Patrick Willis Kathaleen Willis Narrative Permit Proposal RRNECHVED AUG 14 2017 We are seeking a permit to build a driveway, install a septic system (county permit attached), and a well. Purpose The driveway is necessary to access the area to install the septic system, well, and all other construction that will be completed on the property in the future. The driveway will be used in the future as the only entrance to a residential home. The proposed driveway is placed in such a manner to limit the impact of designated wetland areas. Method A construction company will be hired to haul in and place fill in the proposed driveway area to raise and stabilize soft ground conditions. The total wetland areas affected will be 1,512 sq/ft, designated by the Army Corp of Engineers (file # SAW200602344). A bull dozer/ backhoe and dump truck, along with other unknown equipment at this time will be used to complete this task. A culvert will be used to cross a jurisdiction ditch on the property designated by the ACOE (see drawing). Details The proposed driveway parallels the southern property line for approximately 500 ft @ 12 ft wide. Once you enter the property from Cedar Island Rd, you travel along the proposed driveway for 75 ft before entering the ACOE wetland designated area. The proposed driveway then crosses 120 ft of wetland (12' X 120' = 1440 sq/ft). After the 120 ft of wetland you exit the ACOE designated wetlands and travel for approximately 300 ft as you continue down the proposed driveway on high ground. The proposed driveway will then cross an ACOE designated wetland ditch. A culvert pipe will be used here to cross the wetland ditch (12' X 6' = 72 sq/ft of fill area). Fill will be placed in 1440 sq/ft of wetland area described above to match a level elevation for the entire proposed driveway area. A maximum of 18" of fill will be used to fill and stabilize the proposed driveway wetland area. 3 equalizing culverts will be placed as depicted on the work site drawing. The entire proposed driveway area including wetland and high ground is approximately 6000 sq/ft. Fill will be hauled in on dump trucks where it will be dumped in the proposed driveway area and spread to the correct elevation and width by a backhoe or bull dozer. Rock may be used to cover freshly grated sand to create a more stable surface suitable for the dump truck as progress is made down the proposed driveway. The septic system and well will be completed using standard equipment (dump truck, excavator and/or backhoe) to accomplish such activities once the driveway is complete. See permit RPSM-00007347. After the septic is installed, a well will be installed at some time in the future using standard machinery. In approximately 5-10 years a house will be constructed at the approximate proposed house site. Summary This permit request is to obtain the necessary permits to construct a suitable driveway, install the septic system, and to have a well completed. The following is a summary of the details.
