Dear Ms. Karoly,
We received your Express Review Program Notification for the Highcroft Village Subdivision. I have
included a brief response to each of your requests below. Your letter asks for the following information:
1. The applicant and/or authorized agent shall contact the DWQ Express Review Program in
writing at the letterhead address within ten days of the commencement of construction.
Construction on Highcroft Village Subdivision has commenced and all wetland and stream
impacts have been completed. The only thing remaining yet is the conversion of the sediment
basins to constructed wetlands. This activity will take place in the spring of 2009 when the
climate and conditions are more suitable for establishing the vegetation within the constructed
wetlands.
2. Upon completion of all work approved within the 401 Water Quality Certification or applicable
Buffer Rules, and any subsequent modifications, the applicant is required to return the
attached certificate of completion to the 401 Civersight/Express Review Permitting Unit, North
Carolina Division of Water Quality, 1650 Mail Service Center, Raleigh, NC 27699.
Since the construction has not been completed in its entirety, the certificate of completion has
not been returned. The certificate will be returned upon completion of the entire project.

EXPRESS REVIEW PROGRAM NOTIFICATION

On August 21, 2006, the Division of Water Quality (DWQ) issued your 401 Water Quality Certification
and Authorization Certificate per the Neuse River Buffer Protection Rules as required to construct the
residential subdivision on the subject property. Within the approval letter that you received, there are
conditions that read:

Upon completion of all work approved within the 401 Water Quality Certification and any
subsequent modifications, the applicant is required to return the attached certificate of completion
to the 401 Oversight/Express Review Permitting Unit, North Carolina Division of Water Quality,
1650 Mail Service Center, Raleigh, NC, 27699-1650.
This is a part of the Express Review Program that is required to ensure compliance during construction
and post construction. Therefore, if you have begun construction of your project or have completed your
project, you are required to notify this office in writing by January 1, 2009. If you do not notify this
office in writing and construction has started, you are in violation of the Water Quality Certification Rules
as required by 15A NCAC 2H .0507(c).
This letter is to notify you and make you aware of the conditions that are in the Water Quality
Certification issued within the Express Review Program. Please call Lia Myott Gilleski at (919) 733-
