Subject: Technical Direction and Action Items, Asheville Regional Office Meeting — June
30, 2017
Dear Mr. Sullivan:
On August 7, 2017, the North Carolina Department of Environmental Quality's Division of Water
Resources (Division) received the meeting minutes from the June 30, 2017 Asheville Regional
Office (ARO) meeting held at the Mooresville Regional Office. As part of the process agreed
upon to facilitate completion of the site assessments and corrective action plans, the Division
provides the following summary of technical direction and action items discussed during the
meeting:
Site Specific Action Items
o Asheville Steam Electric Plant
■ ARO requests that all water supply wells from the November 2014 receptor
survey be included in the master spreadsheet; analytical data from all
sampled water supply wells should be added to the master spreadsheet.
■ ARO requests the following additional well installations, sampling, and
revisions to the current Interim Monitoring Plan (IMP):
• EXT -01 "lower" OBR: Omit well for now, pending evaluation of
data from new well MW -8 OBR
• WT well between MW -8 and EXT -02: Omit well; instead sample
CCR-102S/D
• WT well at EXT -02: Omit well; instead sample EXT -02
• WT and OBR well between MW -713R and PZ -17: Install well pair
now; total open hole well depth should be at least 175 ft at this
location
• CB -8 OBR: Install OBR well now; total open hole well depth
should be at least 175 ft at this location
• MW -16 D/OBR: Install well pair now; if OBR well is dry
(unsamplable) to a depth of 175 ft, drill an additional 50 ft prior to
abandoning the effort

• WT and OBR well at center, eastern edge of 12 -acre parcel: Omit
well pair
• MW -17 OBR: Install well now; if OBR well is dry (unsamplable)
to a depth of 175 ft, drill an additional 50 ft prior to abandoning the
effort
• WT and OBR well near PW -F: Install well pair now; if OBR well
is dry (unsamplable) to a depth of 175 ft, drill an additional 50 ft
prior to abandoning the effort; well pair may be moved to side of
access road if necessary
• OBR near western bank of French Broad River across from MW -
18: Omit well for now, pending boron isotope results; provide boron
isotope results to ARO at earliest opportunity to further assess GW
quality west of the French Broad River
• WT and OBR well between MW -18 and MW -19: Install well now;
if OBR well is dry (unsamplable) to a depth of 175 ft, drill an
additional 50 ft prior to abandoning the effort
• PZ -17 OBR: Install well now; total open hole well depth should be
at least 175 ft at this location
• P-101 WT/OBR: Omit well pair
• P-100 WT/OBR: Omit well pair
• PZ -21 OBR: Install well now; total open hole well depth should be
at least 175 ft at this location
• MW -20A OBR: Install well now; total open hole well depth should
be at least 300 ft at this location
• CB -5 OBR: Omit well for now, pending evaluation of data from
MW -20A OBR and other wells in area
• CB -3R OBR: Install well now; total open hole well depth should be
at least 175 ft at this location
• AMW-2A OBR: Install well now; total open hole well depth should
be at least 175 ft at this location
• WT and OBR well south of MW-23DL near property boundary:
Omit WT well; sample AS -5 now as a surrogate for the GW quality
in an OBR well; if a valid sample is obtained, omit OBR well
• WT well at western edge of raw coal pile: Install well now
• MW -8 OBR: Install well now; total open hole well depth should be
at least 175 ft at this location
• EXT -02 "lower" OBR: Omit well
• MW -15 OBR: Install well now; if OBR well is dry (unsamplable)
to a depth of 175 ft, drill an additional 50 ft prior to abandoning the
effort
• MW -19 OBR: Install well now; if OBR well is dry (unsamplable)
to a depth of 175 ft, drill an additional 50 ft prior to abandoning the
effort
• APD -1 replacement: Omit well; instead sample CCR -104D
• Provide data and continue sampling B-1 (or B -1-A) or install WT
well between B-1 and GW -2: Reportedly, it is not possible to
sample 13-1/13-1-A; omit WT well; instead sample CCR-103D/BR
• While the Division will continue to provide technical
recommendations and input based on available data, it is the
responsibility of Duke to ensure that sufficient numbers of monitor
wells are installed in appropriate locations at appropriate
screened/open intervals for CAP development and approval.
■ ARO agrees with Duke Energy's comments regarding the Asheville Steam
Electric Plant's Interim Monitoring Plan (letter from Duke Energy to Jay
Zimmerman dated June 12, 2017). Please update the IMP accordingly.
■ ARO requests raw isotope data be submitted to DEQ as soon as it becomes
available.
o James E. Rogers Energy Complex
■ ARO requests that all water supply wells from the November 2014 receptor
survey be included in the master spreadsheet; analytical data from all
sampled water supply wells be added to the master spreadsheet.
■ ARO requests the following additional well installations, sampling, and
revisions to the current IMP:
• AB-1BR: Wait for results of PBTV determinations to decide if a
bedrock well is warranted in this location
• MW-11BR: Install now
• AB -213R: Wait for results of PPBTV determinations (cobalt, iron
and manganese) to decide if a bedrock well is warranted in this
location
• GWA-50S/D: Omit well pair; instead sample data from CCR well
CCR -12S, CCR -12D, and CCR -13D
• GWA-51S/D: Install well pair now
• GWA-52S: Omit well; instead sample CCR -15D
• GWA-53S/530BR: omit well pair; instead sample CCR -15D
• AS -713R: Provide historical data from AS -713R
• AS-8S/D: Install well pair now
• AS -213R: Provide well construction information
• GWA-54S/OBR and GWA-55S/D: Combine these two well
locations by installing a single well pair approximately75 ft south of
GWA-54
• GWA-55S/OBR: Omit
• IB-5S/D/OBR: Omit S/D/OBR wells; instead sample CCR-I13-
1S/D
• IB-6S/D: Install well pair now; installation of OBR well at I13-6 is
dependent on IB -61) results
• GWA-56S/D: Install well pair now
• While the Division will continue to provide technical
recommendations and input based on available data, it is the
responsibility of Duke to ensure that sufficient numbers of monitor
wells are installed in appropriate locations at appropriate
screened/open intervals for CAP development and approval.
