Subject: Request for a NWP 12 & 14 and 401 Water Quality Certifcation for the roadway
improvement of SR 1209 Road Street, the replacement of a culvert, and associated utility
relocations in Columbia, Tyrrell County.

The North Carolina Department of Transportation is requesting the issuance of
Nationwide Permits 12 & 14 and corresponding 401 Water Quality Certifications for culvert
replacement and associated roadway improvements on SR 1209 Road Street in Tyrrell County.
This is a joint project between the Town of Columbia and NCDOT, associated with Columbia's
Drainage Improvement Project, to alleviate flooding issues for the Town of Columbia.
The culvert is located approximately 400 ft. N of Green Street in Columbia. The culvert
is located in a tributary (North Boundary Canal) to the Scuppernong River, classi�ed by
NCDWR as SC waters. The existing culvert is a 36" X 36' corrugated metal pipe. The pipe will
be completely removed and replaced with a 16' X 4'3" X 40' corrugated aluminum box culvert
with headwalls. The culvert will be replaced in the same location, as shown in the provided
permit drawings. The existing sidewalk will be extended over the proposed culvert and the grade
of the roadway will be elevated 18". An off-site detour will be utilized during construction. In
addition, 2 underground water lines will be relocated for the culvert replacement.
