Dear Mr. Cameron:
On October 9, 2008, the Division of Water Quality (DWQ) received your Pre-Construction
Notification (PCN) application to impact approximately 0.35 acres of 404 Wetlands for
construction of a residential subdivision. The DWQ has determined that your application was
incomplete and/or provided inaccurate information as discussed below. The DWQ will require
additional information in order to process your application to impact protected wetlands and/or
streams on the subject property. Therefore, unless we receive the additional information
requested below, we will have to move toward denial of your application as required by 15A
NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional
information. Please provide the following information so that we may continue to review your
proj ect.
Additional Information Requested:
1. Please locate any planned sewer lines on the site plan.
2. Based on the submitted plan drawings, and from review of the State Stormwater Permit
SW8071002, it appears that you have not accounted for all of the drainage areas. Please
submit a modification of the above-mentioned permit to account for the drainage area
that encompasses the 0.35 acres of proposed wetland impacts.
3. Please provide a written narrative explaining how you intend to comply with the
Construction Stormwater General Permit NCGO10000 during construction and who will
be delegated to inspect the site and maintain required rain gauge and monitoring reports.

the plans to minimize the impacts.
5. Please submit detailed site plan drawings showing what alternatives were considered to
avoid and minimize impacts to wetlands.
Please respond in writing within 30 calendar days of the date of this letter by sending a copy of
this information to me and to Ian McMillan, 401 Wetlands Unit, 2321 Crabtree Blvd, Raleigh,
NC 27604-2260. If you will not be able to provide the requested information within that
timeframe, please provide written confirmation that you intend to provide the requested
information, and include a specific timetable delineating when the requested materials will be
provided. If we do not hear from you in 30 calendar days, we will assume that you no longer
