Here are the revised pipe network and stream sheets showing Line E entering the stream. We decided to allow the pipe to
discharge to the bankfull bench and provide a stone connector to the stream. We did relocate the discharge a little further
downstream to allow the flow to enter the stream at an angle.
Please let me know if you have any other questions or need additional information to approve these plans.

Yes, I believe it will be feasible (and desirable) for Line E to be modified to enter the stream at an angle. I will work with Kris Bass
to determine the best location/alignment for that discharge. I can get you a revised sheet with that modification, but it will likely
be a week or so before I can get that turned around. Let me know if the delay causes a problem and I will try to get that turned
around more quickly.

I reviewed the NWP-14 and the only limitation is that the impact does not cause the loss of greater than % acre of waters of the
US. The impact under NWP-14 is limited to the minimum necessary and be in the immediate vicinity of the project. Although the
worst area of bank failure is in the location that we propose to pipe and fill, there are other areas along West End Boulevard
where the banks are experiencing significant erosion. The entire length of stream within the project area is located adjacent to
West End Boulevard and the roadway is located at the top of the left streambank.
If this project should be permitted under a different NWP, please advise.

A couple quick questions:
Your PCN indicates 166 linear feet of fill in a perennial stream. Although DWR does not require mitigation for this length
of impact, the USACE typically does. Have you discussed this with Jean Gibby at all?
Line E of the new stormwater pipes appears to outlet into the stream at a perpendicular angle to the channel. We prefer
stormwater pipes be aligned with stream flow as much as possible to reduce shear stress along the opposite bank. Is it
feasible to modify that alignment to address our concern?
Jean,
I suggested to Amy that I thought it was feasible to cover the fill portion of this project under a NWP14 because it is to protect the
road/shoulder. Can the stream enhancement/restoration work downstream also be covered under a NWP14 or would you cover
that under a NWP27? I didn't see a set of plans that included that at the time so I didn't think to mention it to her. I just need to
be sure I issue the 401 for the correct GC(s).
