Good morning Clement,
Just left you a voice message and wanted to follow up with a quick email. I received and reviewed the additionally information I
requested from Amanda on the Miller Chicken house projects and have a couple more issues that need to be resolved to
complete the processing of the permit application. What I need is as follows:
1) the package addressed, for the most part, my request for additional information but did not specifically address comments
received during the public notice. please address these comments and forward a copy to the agencies as appropriate and cc me.
you can forward response to the anonymous comment to me and I'll get it distributed as appropriate. I realize you are picking this
project up from Amanda so if you need me to forward you a copy of the comments I can do so.
2) the package includes an alternative analysis but did not address the "no action" and "no build" alternatives. Please provide
some information, specifically on the "no build" alternative.
3) Lastly, the case has been made for the project to be located in the preferred location based on the recommended siting
criteria set forth by Moutaire. However, it appears that Moutaire still has the discretion to allow a project that does not meet all
the criteria set forth in their recommendations. As such, in order to permit the preferred alternative (Alternative 1), we would
have to show that the other alternatives, that don't meet the criteria, are not practicable. In order to justify that these
alternatives are not practicable, Mr. Miller would need to verify with Mountaire, in writing, that they would not contract with him
if the chicken houses were located at alternatives that do not meet siting criteria. In particular, it appears that alternatives 4, 5
and 2 would be viable options that would have less environmental impact than Alternaitve 1, should Mountaire be willing to
contract with Mr. Miller on chicken houses in those locations.
This email will be followed by a formal letter requesting this information, but I thought you would appreciate a heads up so we
can keep the project moving as I draft the official letter and get it mailed out.
