HomeMy WebLinkAboutNC0004961_Site Visits_20130128NCDENR North Carolina Department of Environment and Natural Resources Division of Water Quality Pat McCrory Charles Wakild, P E John E Skvarla, III Governor Director Secretary January 28, 2013 Mr Allen Stowe, Water Management Duke Energy Carolinas, LLC 526 South Church Street, EC13K Charlotte, North Carolina 28202 =�� VEB 19 2013 QEDS 1fVQIS®G Subject Division of Water Quality Site Visits Riverbend Steam Station (NC0004961) and Plant Allen Steam Station (NCo004979) Gaston County Dear Mr Stowe Enclosed you will find a compact disc (CD) containing information gathered during the site visits conducted by Mooresville Regional Office staff (hereinafter MRO staff) at the above noted Duke Energy Carolinas, LLC (hereinafter Duke) permitted facilities on December 4-6, 2012 The visits were conducted in conjunction with the annual inspections of the coal ash impoundments by staff from the Land Quality section of the Division of Energy, Mineral, and Land Resources (hereinafter DEMLR) under their dam safety program The site visits were prompted by recent correspondence received from the Catawba Riverkeeper Foundation, which highlighted their concerns with unpermitted seepages/outfalls at the noted facilities As a result, MRO staff visited areas at both facilities where there was seepage (as defined by DEMLR) from the coal ash impoundments, Outfall 002 as noted under the respective permits, and the areas highlighted by the Catawba Riverkeeper directly along the shoreline (with Mountain Island Lake or lake Wylie) as possible "seepage areas." - At each facility DWQ staff collected analytical samples (metals, dissolved solids, and nutrients) from permitted Outfall 002 as well as three seepage locations (also sampled by Duke personnel) In addition, MRO staff performed water quality readings (temperature, pH, dissolved oxygen, and conductivity) at the above noted sampling locations along with areas around Outfall 002 at the Riverbend steam Station (noted by the Catawba Riverkeeper Foundation) The enclosed CD contains two folders Folder 018 contains the pictures taken on December 4th and 5th whereas folder 019 contains the pictures taken on December 6th along with a summary document containing sampling location maps, the analytical results, and the field water quality readings The aforementioned information has been forwarded to the Division's NPDES Unit for their consideration If you have any questions regarding the enclosed Information please contact Ms Marcia Allocco or Mr Andrew Pitner at 704-663-1699 Sincereel/ly, Michael L Parker Surface Water Protection Section Supervisor Mooresville Regional Office Enclosure Data CD Mooresville Regional Office Location 610 East Center Ave, Suite 301 Mooresville, NC 28115 Phone (704) 663-16991 Fax (704) 663-60401 Customer Service 1-877-623-6748 Internet http !/portal ncdenr org/web/wq An Equal Opportunity \ Affirmative Achon Employer — 30% Recycled/10% Post Consumer paper Noi thCarohna NaAmIltY
