Dear Mr. Thacker:
On March 1, 2016, Autumn Romanski and Cheng Zhang of the Raleigh Regional Office
conducted a Compliance Sampling Inspection at the Roxboro Steam Electric Plant. The
effluent sampling results were sent to the Division of Water Resources Laboratory and
qualified lab results were received on April 18, 2016, which extended the inspection
completion date noted on the EPA Inspection Report. We greatly appreciated the cooperation
and assistance provided by Mr. Shannon Langley, Mr. Robert Howard, and Plant Staff to
complete the inspection and sampling.
The facility and the sampling results were in compliance with the permit requirements
reviewed the day of this inspection. No response to this inspection is required.
The complete compliance inspection report is attached. The following is a list of the site
observations.
1. The Wastewater Discharge Treatments are classified as a Class PC- 1 Wastewater
Plant. Your NPDES Individual Wastewater permit became effective July 1, 2009 and
expired on December 31, 2012.
2. The Primary ORC is Eric Satterwhite, a PC -1 (certification number #985810) NC
Certified Operator. There are several backup operators, all hold a PC -1 operator
certification. The ORC logbook, lab results, chain of custody forms, and DMR's were
readily available and in good order for review. The DMR month of December 2015
was reviewed with no discrepancies found. The staff should be commended as the
facility has had no Notice of Deficiency or Violation issued in the last 12 months, and
no Civil Penalty assessments.

3. The sampling techniques, CST Checklist, and a brief lab inspection checklist was
completed. The facility was compliant with the checklist requirements reviewed over
the days of this sampling inspection. The checklists are attached.
4. The Roxboro Plant holds NC Field Parameter Certification #5080 for pH and
Temperature. The Roxboro Plant also used NC Certified Lab Pace Analytical through
2015.
5. The DWR conducted grab and composite effluent sampling at NPDES Effluent Outfall
003 and grab sampling at NPDES Effluent Outfall 006 over the days of the site visit.
The DWR Lab results are listed below:
Recent Average Flow reported in February 2016 for outfall 003 was 456.5 MGD and
0.79 MGD for outfall 006. Flow at both outfalls observed the days of the inspection
were clear and free of solids
The DWR Lab analyte results are attached to this inspection report and summarized in
the tables below.

There are currently no limits in the NPDES permit at Outfall 003 except in the case of
chlorine addition in which a TRC limit of 200 ug/L is in effect. There are internal
outfall limits for Oil and Grease and TSS at Outfall 002, but outfall 002 and other
internal outfalls were not sampled as part of this inspection. The results showed the
facility was in compliance with the NPDES permit TSS limit of 50 mg/L at Outfall
006. The Toxicity test results were forwarded in a separate letter and were Passes.

day of the inspection The application for permit renewal was received on October 10. 2011
as required An update to the application has also been submitted. The new permit has not
been issued vet, therefore, this inspection was conducted based on NPDES wastewater
discharge permit issued July 1, 2009 as these requirements remain in effect until the new
ermit is Issued.

Comment The facility holds field parameter certification for Temperature and PH. It was explained that
the facility has an inline temperature reading at the final outfall 003. A temperature is ran In
the lab when composite samples for toxicity are collected. Both temperature meaurements
were checked against an NIST thermometer - records indicated, the last check was done
