Dear Ms. Greer,
I am pleased to submit a Nationwide Permit 29 Pre -Construction Notification (PCN) for the
Southern Acres Subdivision Project. The PCN is being submitted as a notification on behalf of
the Southern Acres, LLC and the Town of Angier. The subdivision will consist of 103 lots with
paved roads, sidewalks, community space and other amenities. and will be supplied by a water
line extending from Rawls Church Road (SR 1415). A sewer line will connect to an outfall owned
by the Town of Angier. The water line is planned to serve the proposed Southern Acres
subdivision where it will terminate. No future expansion of the water line beyond the subdivision
is planned.
The proposed project will permanently impact 0.04 acres of open water by filling an old farm ditch.
A single crossing of an intermittent channel will permanently impact 110 LF of channel with the
installation of a road crossing culvert. The installation of approximately 2,900 feet of water line
from Rawls Church Road to Kenneth Creek to the Southern Acres Subdivision will result in a
permanent impact 0.081 acres and a temporary impact of 0.126 acres to wetlands and 17 LF of
permanent impact and 20 LF of temporary impact to Kenneth Creek, a perennial stream.
A single perennial tributary to Neills Creek will be crossed. The permanent easement is 30 feet in
width except within the wetlands and crossing of Neills Creek, where the permanent maintenance
width will be reduced to 10 feet to limit impacts. A temporary easement for construction of the
water line is an additional 20 feet. The proposed project will result in total impacts of 147 LF
stream. 0.04 acres of open water, and 0.208 acres of wetlands. The project meets all conditions
of the NWP 29 and GC 3884.
The attached PCN package includes PCN Form, supporting figures, design plans, and detail

3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at
the time of this application
The proposed subdivision property was previously in agricultural land use (row crops) with the remaining
area unmanaged herbaceous cover (clear-cut) and ditches draining low areas.
The water line extension from Rawls Church Road (SR 1415) is undeveloped woodland and field. The
woodland is unmanaged loblolly pine (Pinus taeda) in the uplands and mixed deciduous hardwood in the
wetland areas. A large electric transmission line crosses the proposed easement midway.
At the property boundary, the waterline will cross Neills Creek, an upper order stream where the channel
is approximately 10 feet wide and 2 to 3 feet in depth. Recently, beaver have begun building multiple
impoundments at the property. Prior to the beaver, the wetted perimeter of the stream was 3 to 8 feet and
two feet deep in the pools.
Land use surrounding the subdivision and water line is a mix of agriculture land, forest land, and
residential single family homes.
3e. Describe the overall project in detail, including the type of equipment to be used:
Site development is for a residential subdivision of approximately 103 residential lots with access roads
and open space. Construction includes road construction, underground utilities and sanitary sewer.
Equipment may include bull dozer, dump trucks, excavation and trenching machinery, paving equipment,
and small tractors or skidders. The water line extension will be installed in open trench.

Roadway and culverts at stream channels will be minimized through use of head walls and retaining wall
to limit linear impacts. An existing 34.14 feet long 42"HDPE pipe will be removed and channel will be

returned to a stable bed and bank similar to the existing upstream and downstream. Water line corridor
sited to minimize areas impacted. All disturbed areas along the stream banks will be stabilized and

All channel work will be performed in the dry and where necessary use temporary check dams with a
pump around till work within stream channel is completed and all stream side disturbed areas are
stabilized. Disturbed stream banks will be restored to existing or stable grade and revegetated with native
vegetation. Silt fencing and rapid stabilization of bare soil will minimize runoff into streams and
wetlands. The existing stream buffer outside of crossings will remain undisturbed.
