Southern Acres Subdivision and Rawls Church Rd Water Line Extension
Dear Ms. Burdette,
I am pleased to submit a Nationwide Permit 29 Pre -Construction Notification (PCN) for the
Southern Acres Subdivision Project. The PCN is being submitted as a notification on behalf of
the Southern Acres, LLC and the Town of Angier. This submittal follows the receipt of the 404
NWP 29 approval which is also attached.
The subdivision will consist of 103 lots with paved roads, sidewalks, community space and other
amenities. and will be supplied by a water line extending from Rawls Church Road (SR 1415). A
sewer line will connect to an outfall owned by the Town of Angier. The water line is planned to
serve the proposed Southern Acres subdivision where it will terminate. No future expansion of
the water line beyond the subdivision is planned.
The proposed project will permanently impact 0.04 acres of open water by filling an old farm ditch.
A single crossing of an intermittent channel will permanently impact 110 LF of channel with the
installation of a road crossing culvert. The installation of approximately 2,900 feet of water line
from Rawls Church Road to Kenneth Creek to the Southern Acres Subdivision will result in a
permanent impact 0.081 acres and a temporary impact of 0.126 acres to wetlands and 17 LF of
permanent impact and 20 LF of temporary impact to Kenneth Creek, a perennial stream.
A single perennial tributary to Neills Creek will be crossed. The permanent easement is 30 feet in
width except within the wetlands and crossing of Neills Creek, where the permanent maintenance
width will be reduced to 10 feet to limit impacts. A temporary easement for construction of the
water line is an additional 20 feet. The proposed project will result in total impacts of 147 LF
stream. 0.04 acres of open water, and 0.208 acres of wetlands. The project meets all conditions
of the NWP 29 and GC 4092.
The attached PCN package includes PCN Form, supporting figures, design plans, detail sheets,
and approved 404 permit. Thank you for your prompt attention to this important project and please
