The Area of Potential Effects (A.P.E.) is approximately 3.3 kilometers (2 miles) long and 15 meters (50 ft.) wide. Design plans provided. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The review included an examination of a topographic map, an aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). Also, a visual inspection of the project was conducted on 8/10/2016. The A.P.E. is oriented northwest-southeast but is considered north- south for this review. The topographic map (Todd, N.C.) shows the A.P.E. crosses several ridges, hilltops, and drainage valleys. Much of the topography in the A.P.E. appears to be sloped ridge sides. The road does cross two seasonal drainages. In general, the landforms in the A.P.E. have a low to moderate potential for archaeological sites. The aerial photograph shows the landuse in the A.P.E. is a mix of cleared and wooded land. There are several residences along the road. A review of information at the O.S.A. shows there are two previously recorded archaeological sites along the road. Sites 31WT10 and 31WT11 were recorded by Stanley and Jewel South in 1952. Site 31WT10 is described as a prehistoric site located on a level ridge overlooking the New River. The projectile points collected from the site are described as "the most flawless projectile points found in this county..." The material is described as pressure-flaked black flint (Knox chert?) and percussion-flaked quartzite. No ceramics were collected. The site is depicted on the west side of SR 1353 near the north end. The locator map on the site form is not very detailed, so the site's location on the topographic maps at the OSA may not be correct. Site 31WT11 is described as a prehistoric site located on a level ridge. Many projectile points (57) were collected from the site. The site is depicted on the east side of the road at the north end of the A.P.E. The locator map on the site form is not very deailed, so the site's lcoation on the topographic maps at the OSA may not be correct. The landforms along SR 1353 do not appear to have much potential for archaeological sites. "No ARCHAEOLOGYSURVEYREQUIRED " form for Minor Transportation Projects as Qualified in the 201 S Programmatic Agreement. 1 of 8 Project Tracking No. 16-07-0010 Most of the roadside landforms appear to be sloped, and there are no apparent level ares near water. However, the presence of two previously recorded archaeological sites along the road suggested there might be more potential than was indicated by the landforms. A reconnaissance of the project was conducted by NCDOT archaeologists Brian Overton and Caleb Smith on 8/10/2016. The goal was to evaluate the landforms in the A.P.E. for archaeological potential, and to locate the previously recorded sites in relation to the A.P.E. The reconnaissance found that the landforms in the A.P.E. have a low potential for archaeological sites. We were not able to locate previously recorded sites 31WT10 and 31WTll (at their recorded locations). As mentioned above, it is doubtful that the sites are correctly located on the OSA topographic maps. South's (1952) site form maps and verbal location descriptions are not very detailed. We saw few landforms along the road where the sites might have been located. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The landforms in the A.P.E. have a low potential for prehistoric archaeological sites. A reconnaissance of the project area did not find any evidence that previously recorded sites 31 WT 10 and 31 WT 11 were near the road.
