On April 20, 2017, Min Xiao of this office met with Dell Harney, Larry Nance, and Marie Shandor to
perform a Compliance Evaluation Inspection on the NPDES wastewater discharge from the Mitchell Water
Treatment Plant (WTP). The inspection findings are detailed below and an inspection checklist is attached.
I. Permit
The previous NPDES permit expired on June 30, 2016. The renewal permit became effective April 24,
2017, and will expire at midnight on June 30, 2021.
H. Self -Monitoring Program
The plant upgrading started from December, 2014 Due to the construction, instead of direct discharging,
the effluent has drained to the sanitary sewer line connected to T.Z. Osborne WWTP since May, 2015. TSS,
pH, TRC, and Turbidity were measured on-site, the other parameters were tested by Meritech lab.
III. Flow Measurement
The NPDES permit requires continuous flow recording and annual calibration of the flow measuring device
When discharging, the daily effluent flow values reported on the DMRs are measured using an in-line
totalizing meter on the decant line. This meter is calibrated every six months by city staff. A new meter was
installed to replace the old one.
IV. Sludge Handling and Disposal
When the facility is discharging to surface waters, the solids collected in the settling basin/waste clarifier
are removed on a daily basis and pumped directly to the Greensboro North Buffalo POTW.
V. Operations and Maintenance
Construction is currently underway at the Mitchell WTP to upgrade the water treatment facility. It is
expected that the discharge to surface waters will commence again once this project is closer to completion.
City of Greensboro Water Resources Department was discussing different plans for clarifier upgrading. A
new clarifier might be added to the plant.

VI. Facility Site Review
The treatment components for the filter backwash wastewater consist of the following: a transfer basin with
three pumps, dechlorination using calcium thiosulfate, a single settling basin/waste clarifier with four
floating decanters and a water spray pump for chlorine dissipation, in-line totalizing flow meter and effluent
discharge line
VII. Effluent/Receiving Waters
The system discharges into North Buffalo Creek, class "WS -V, NSW" waters in the Cape Fear River Basin.
As noted previously, no discharge has occurred since May, 2015.
