Authorization to Construct
Riverbend Steam Station
Ash Basin Sludge Pond
Gaston County
Dear Mr. Hager:
A letter of request for Authorization to Construct was received April 18,
1985, by the Division and final plans and specifications for the subject project
have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of a wastewater treatment facility consisting of
a 75,000 cubic yard capacity holding basin with earthen berms, compacted soil
bottom and rip -rap drainage structure for the storage of sludge removed from
the existing ash basins at Duke Power Company's Riverbend Steam Station.
This Authorization to Construct is issued in accordance with Part III
paragraph C of NPDES Permit No. NC0004961 issued August 31, 1984, and 1,hall
be subject to revocation unless the wastewater treatment facilities are con-
structed in accordance with the conditons and limitations specified in Permit.

The sludge generated from these treatment facilities must be disposed of in
accordance with G. S. 143-215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.
The Mooresville Regional Office, telephone number 704-663-1699 shall be
notified at least twenty-four (24) hours in advance of filling of the installed
sludge pond so that an in-place inspection can be made of said pond prior
to filling. Such notification to the Regional Supervisor shall be made during the
normal office hours from 8:00 A.M. until 5:00 P.M. on Monday through Friday,
excluding State Holidays.

In event the facilities fail to perform satisfactorily in meeting it's
NPDES permit effluent limits, the Permittee shall take such immediately corrective
action as may be required by this Division, including the construction of
additional wastewater treatment and disposal facilities.

All Wastewater from the sludge pond shall be drained back into the existing
ash basins prior to stream discharge.
No sludge or related waste shall be placed in the subject facility without
written authorization from the Division of Environmental Management to
operate and utilize the sludge pond.
Necessary precautionary measures shall be taken to prevent infiltration
or spillage of any sludge or fluid effluent from the existing ash basins from
entering the sludge pond until the required operating authorization has been
granted.
