NPDES Permit NCO005363
Weatherspoon Steam Electric Plant
Robeson County
Dear Mr. Lemonds:
The Division received Your NPDES permit amendment request on March 15, 2005, In that
correspondence you requested that the NPDES permit for the above referenced facility be
modified to include the discharge of approximately 4,000 gpd of reverse osmosis reject water to
the 225 -acre cooling pond (outfall 001). The Division has concluded that this waste source
meets the definition of a low volume Evaste, as defined by 40 CFR 423.1 I(b). As low volunle
wastes are permitted for discharge through outfall 001, no permit modification is necessary.
Furtheirnoic, because this system will be installed for the demineralization of water used for
steam generation. no Authorization to Construct is necessary.
ff you have any comments, questions, or concerns regarding this inatter, call me at (919) 733-

Mark McIntire, P.E.
