This letter is to inform you that Carolina Power and Light Company's Weatherspoon Steam Electric Plant will place
spent sandblast material in the ash pond. This material will average approximately 500 pounds per year. Items that
are anticipated to require sandblasting are: sections of the boilers, sections of the turbines, and miscellaneous parts,
etc. An initial waste determination will be performed for the sandblast media and the surface to be sandblasted. If
the sandblast media and surface to be sandblasted remain the same as when the initial waste determination was
conducted, sampling will be omitted. The results of the initial waste determination will be used to determine
whether the spent sandblast material will be placed in the ash pond or be disposed of in another appropriate manner.
Attached are the MSDSs for the two sandblast medias, Black Beauty and Starblast, to be used by WH Weatherspoon
Plant in the future. This use and disposal of the spent sandblast material was discussed via email with Tom Belnick
of the DWQ NPDES unit on November 6, 2000 and November 20, 2000.
CP&L believes that use of this product will not change the nature of the discharges from this Plant. Consequently
CP&L believes that no NPDES permit modifications are needed at this time. We do request that this information be
added to the current NPDES permit application on file at your office.

SECTION VI - HEALTH HAZARD DATA
Low health risk by inhalation. Treat as a nuisance dust. Typical free silica
less than 0.1%. This material is not o recognized rarcinogen or cocarcinogen.
Human toxic response has not been dernunstrutrd for any route of entry. Mechoni-
col irritation may occur to eyes, skin, or respiratory tract. Preexisting health
conditions may be aggravated.
Carcinogenicity: NTP - No; IARC Monographs - No; OSHA Regulated - No.
FIRST AID
IN CASE OF:
1. Eye Contact - Immediately flush eyes thoroughly with water or on ophthalmic
saline solution.
2. Skin Contact - wash skin with soap and water if irritation occurs.
3. Inhalation - Remove affected person (s) to fresh air source.
4. Oral Intake - Rinse mouth out with water.
If symptoms persist, contact a physician or other medical personnel.
SECTION VII - SPILL, LEAK AND UISPO_SAL PROCEDURES
No special procedures required for clean-up. Rletting with water will reduce
airborne dust. Uncontaminated product does not exceed Toxicity Churucteristic
Leaching Procedure (TCLP) limits and may be disposed of as an inert moteriol in
an appropriate solid waste landfill according to applicable Federal, State and
Local regulations.
SECTION VIII - CONTROL MEASURES
Use appropriate NIOSH certified respiratory protection when exposure limits may
be exceeded. Mnintain sufficient ventilation to allow visual contact with work
surfaces. Appropriate abrasive blaster's protective equipment is required, which
may also include gloves, hood with protective lens; safety biasses, and hearing
protection.
SECTION /X - SPECIAL PRECAUTIONS
Keep product dry and free of at? contamination to assure free flow. Use on oppro-
pri.nte safety screen over fill hatch of blosting pot. Respirable dust may be
generated during pressure abrasive cleaning operations-

HAZARDS IDENTIFICATION
Potential Health Effects
The'product, as shipped, does not pose any inhalation health
hazard because it contains essentially no particles in the
respirable size range. However, if during handling or use,
the particles are broken down to a size that can be inhaled,

the dusts may be harmful to the respiratory system. Eye
contact with mineral sands may cause irritation with
discomfort, tearing, and blurring of vision.
Staurolite Products may contain up to 5% quartz. Effects
noted in animals exposed to respirable quartz by inhalation
or intratracheal instillation included pulmonary fibrosis,
inflammation, edema, and emphysema. Lung tumors occurred in
rats exposed by inhalation for up to two years to levels of
12.4 or 51.6 mg/m3 of respirable quartz. Also lung. tumors
were seen in studies in which quartz was instilled in the
trachea of rats. Quartz was positive in mammalian cell
cultures for cell transformation and chromosomal effects and
was negative in cell culture assays for gene mutation in
bacteria and DNA damage in mammalian cells and in a whole
animal assay for chromosomal effects.
The predominant effect of overexposure to airborne
respirable quartz in humans is silicosis. Silicosis is a
chronic fibrotic lung disease characterized by formation of
silica -containing scar tissue in the lungs with symptoms of
coughing, dyspnea, wheezing and nonspecific respiratory
ailments. Gross acute overexposures to quartz by inhalation
may cause fatality. Epidemiological studies show that in
addition to silicosis there is limited evidence of excess
lung cancer in occupations involving exposures mainly to
respirable quartz, such as stone cutters and granite
industry workers.
Individuals with preexisting conditions of the lungs may
have increased susceptibility to the toxicity of excessive
exposures.

carcinogens. A "P" indicates a proposed carcinogen.

If using this product as an abrasive blast agent in confined
areas, airborne dust levels should be controlled by physical

Wear safety glasses with side shields.
RESPIRATORS
A NIOSH/MSHA approved air purifying respirator with a
dust/mist cartridge or canister may be permissible under
certain circumstances where airborne concentrations are
expected to exceed exposure limits. Protection provided by
air purifying respirators is limited.
For abrasive blasting use a continuous flow air -line
respirator covering head, neck, and shoulders to provide
protection from rebound abrasive per 29 CFR 1910.94 (a)(5).
PROTECTIVE CLOTHING
Wear impervious clothing, such as gloves, apron, boots or
whole bodysuit, as appropriate.

Louise- The NPDES Unit doesn't have a problem with this as long as disposal is
in accordance with other applicable regulations (e.g., solid/hazardous waste)
and effluent limits are met.

Potential Health Effects
The'product, as shipped, does not pose any inhalation health
hazard because it contains essentially no particles in the
respirable size.range. However, if during handling or use,
the particles are broken down to a size that can be inhaled,

the dusts may be harmful to the respiratory system. Eye
contact with mineral sands may cause irritation with
discomfort, tearing, and blurring of vision.
Staurolite Products may contain up to 5% quartz. Effects
noted in animals exposed to respirable quartz by inhalation
or intratracheal instillation included pulmonary fibrosis,
inflammation, edema, and emphysema. Lung tumors occurred in
rats exposed by inhalation for up to two years to levels of
12.4 or 51.6 mg/m3 of respirable quartz. Also lung tumors
'were seen in studies in which quartz was instilled in the
trachea of rats. Quartz was positive in mammalian cell
cultures for cell transformation and chromosomal effects and
was negative in cell culture assays for gene mutation in
bacteria and DNA damage in mammalian cells and in a whole
animal assay for chromosomal effects.
The predominant effect of overexposure to airborne
respirable quartz in humans is silicosis. Silicosis is a
chronic fibrotic lung disease characterized by formation of
silica -containing scar tissue in the lungs with symptoms of
coughing, dyspnea, wheezing and nonspecific respiratory
ailments. Gross acute overexposures to quartz by inhalation
may cause fatality. Epidemiological studies show that in
addition to silicosis there is limited evidence of excess
lung cancer in occupations involving exposures mainly to
respirable quartz, such as stone cutters and granite
industry workers.
Individuals with preexisting conditions of the lungs may
have increased susceptibility to the toxicity of excessive
exposures.

In case of contact, immediately flush eyes with plenty of
water for at least 15 minutes. Call a physician.

No specific intervention is indicated as the compound is

Avoid breathing dust. Wash thoroughly after handling.
If handling respirable flour, use of gloves and washing
before eating, drinking, applying cosmetics or smoking is
advisable to minimize dust inhalation from hands.

Engineering Controls
Use sufficient ventilation to keep employee exposure below
recommended limits.
If using this product as an abrasive blast agent in confined
areas, airborne dust levels should be controlled by physical
enclosure of the abrasive blasting operation. The enclosure

should be exhaust ventilated in accordance with 29 CFR

Wear safety glasses with side shields.
RESPIRATORS
A NIOSH/MSHA approved air purifying respirator with a
dust/mist cartridge or canister may be permissible under
certain circumstances where airborne concentrations are
expected to exceed exposure limits. Protection provided by
air purifying respirators is limited.
For abrasive blasting use a continuous flow air -line
respirator covering head, neck, and shoulders to provide
protection from rebound abrasive per 29 CFR 1910.94 (a)(5).
PROTECTIVE CLOTHING
Wear impervious clothing, such as gloves, apron, boots or
whole bodysuit, as appropriate.
