Dear Sir: The North Carolina Department of Transportation (NCDOT) proposes to extend C.F. Harvey Parkway on new location from NC 58 to NC 11 in Lenoir County, north of the City of Kinston. Initial application materials for Neuse River Buffer Authorization were submitted in a package dated April 19, 2017. Following discussions with NCDEQ personnel NCDOT has updated the summary of potential Neuse Riparian buffer impacts. No additional impacts are anticipated to waters of the U. S. Updates to anticipated buffer impacts include the reclassification of impacts at permit sites 1, 5, 8, 11 to allowable impacts and the reclassification of impacts at permit site 12 to mitigable impacts. Updates have been incorporated into Summary of Buffer Impacts (Table 3) from the initial submitted package and is included below. Additionally, Buffer Permit Drawings have been updated to reflect changes in buffer impact classifications on Sheets 2, 8, 10 and 12 and in the impact summary table on Sheet 15.
