Regarding Innisbrook, some clarification on the (latest) request for more info? Can you give us a better idea as to what a "detailed economic analysis" entails? The client understandably has concerns about confidentiality of business information. From my perspective, the problem with these economic justifications is always who sets the 'bar' and how high? Basically DENR is deciding what constitutes a "fair" rate-of-return. I think the applicant can probably plug a lose-a-building scenario into their pro forma spreadsheets fairly easily- but (A) will this satisfy your request, (B) who evaluates this, (C) on what criteria and basis, and (D) how is this information protected from further dissemination? Next, can I assume that documentation of several hand-auger soil profiles in the vicinity of the stormwater pond will suffice for determining the SHWT level? The Agent Authorization Form for Innisbrook is attached - I'd submitted it with the JDR but apparently neglected to attach to the PCN. I presume the civil engineer (Jason Geary, cc'd above) is getting together the additional details on the stormwater plans. And finally, re: a previous emailed question you had, the applicant should be as registered to do business in NC, in this case "Innisbrook Village LLC". Please call me at any time to discuss.
