HomeMy WebLinkAboutNC0021547_System Performance Annual Report_20170825TOWN OF FRANKLIN Post Office Box 1479 Franklin, North Carolina 28744 (828) 524-2516 D CDE(JDWR AUG 2 5 2017 System Performance Annual Report Water Quality Permitting Section Facility/ System Name: Town of Franklin WWTP Responsible Entity: Ms. Summer Woodard, Town Manager Person In Charge: Mr. William L Deal, ORC Applicable Permit: NPDES Permit Issuance NPDES No. NCO021547 Town of Franklin Macon County, NC 1) Description of system or treatment process The town of Franklin Wastewater treatment plant (WWTP) utilizes a Hydro - Dyne band screen and a grit removal system that flows into a 1.5 MGD E -Q basin, and a 1.65 MGD biological treatment process that includes an oxidation ditch, and two (2) Rex secondary clarifiers with chlorine contact basin for disinfection using sodium hypochlorite solution and calcium thiosulfate solution for dechlorination. The digester is aerobic and treats 1.0 MGD of sludge. A Komline Sanderson belt press is used for dewatering sludge. There are two (2) Fairbanks Morse Return Sludge Pumps and one Fairbanks Morse waste sludge pump, and a Robbin Meyers Sludge Pump is used in sludge withdrawal to belt press. The Town of Franklin also has back up power supply for the headworks with an 80KW generator and a 60OKW at the wastewater treatment plant. 2) System Performance The following is a summary of performance for the fiscal year July 1" 2016 through June 30th 2017. The system was in continuous operation for the time period reported. There was no major breakdown of equipment. Violations of permit conditions and parameters July 2016 — No Violations August 2016 — No Violations September 2016 — No Violations October 2016 — No Violations November 2016 —No Violations December 2016—No Violations January 2017 — No Violations February 2017— No Violations March 2017 — No Violations April 2017 — No Violations May 2017 —No Violations June 2017 —No Violations There was one bypass violation that resulted in a notice of violation. On June 71 the State of North Carolina did an annual inspection and found a manhole that was seeping wastewater before chlorination. The staff at the Wastewater Treatment Facility repaired the seeping manhole and corrected the violation. There were no spill violations. 3) Notification The Town of Franklin will advertise in the Franklin Press, Macon County's largest general circulation newspaper that the system performance annual report, will be available for review beginning on at the Town Office at 95 East Main Street. Anyone wishing to see the report may obtain a copy at the Town Office during regular business hours. 4) Certification I certify under penalty of law that this report is complete and accurate to the best of my knowledge. I further certify that this report had been made available to the users or customers of the named system and that those users have been notified of its availability.
