REQUEST FOR MORE INFORMATION
Dear Mr. Jackson:
On April 11, 2008, the Division of Water Quality (DWQ) received your application dated April 9, 2008,
to fill or otherwise impact 0.48 acres of 404/wetland to construct a residential development at the site. On
May 12, 2008, September 30, 2008, and November 3, 2008, the DWQ received additional information
from you, however, the DWQ has determined that your application remains incomplete and/or provided
inaccurate information as discussed below. The DWQ will require additional information in order to
process your application to impact protected wetlands and/or streams on the subject property. Therefore,
unless we receive five copies of the additional information requested below, we will place this project on
hold as incomplete until we receive this additional information. If we do not receive the requested
information, your project will be formally returned as incomplete. Please provide the following
information so that we may continue to review your project.
Additional Information Requested:
Drainage area 4 has four separate stormwater discharge points. Per NCAC 2B 15A: 02H.1000, a
drainage area is defined as "the entire area contributing surface runoff to a single point." Please
provide an analysis of the imperviousness of each of the separate drainage areas that have been
termed collectively as "Drainage Area 4." The DWQ continues to believe that this portion of the
development is high density. If so, then an appropriately selected and designed BMP must be
provided to treat the stormwater from Drainage Area 4.
2. For each proposed BMP, please provide a completed BMP Supplement Form with all required
items (see http://h2o.enr,state.nc.us/su/bmp_forms.htm).
3. The DWQ cannot utilize deed restrictions as a condition of a 401 Water Quality Certification.

Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn
and you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
