Dear Division of Water Resources,
I'm very concerned about the Atlantic Coast Pipeline's 401 Water Quality Certification application. Protecting our
waterways - and wetlands - is important to me and the Atlantic Coast Pipeline could put them in jeopardy.
I also do not feel that the EIS sufficiently addresses the harms that could occur, especially given that the pipeline would
cross through some of the poorest counties in our state.
The pipeline's certification should be denied unless the applicants agree to forego the possibility of eminent domain, and
agree that their license will be contingent on all easements being obtained voluntarily. This way, waters which are
important to local residents will be protected, where they may not be if eminent domain is used to select the route. The
permit language should be written that the permit is automatically revoked - no court action necessary - if eminent
domain is threatened or attempted to be used by the applicants.
However, even a condition such as that would likely be insufficient to protect our water and wetlands. Therefore, please
reject the application from the Atlantic Coast Pipeline LLC.
