On June 15, 2005, the Division received your application for an Isolated Wetland
General Permit to fill 0.45 acres of isolated wetlands in order to construct a commercial
warehouse at the Craven County Industrial Park. Your plan contains two (2) wet detention
ponds to manage the stormwater from the site. However, the Isolated Wetland General Permit
(condition II A) states that in watersheds classified as Nutrient Sensitive Waters (such as this
one), that stormwater best management practices must be designed as extended detention
wetlands, bioretention areas or ponds followed by forested filter strips. The purpose of this
condition is to ensure that the stormwater BMP is removing soluble pollutants to the maximum
extent practical. Therefore, you will need to change your stormwater management plan to meet
this condition of the General Permit.
Your application stated that you will apply for an Express stormwater Permit but we
have no record of an application at this time. Please clarify whether the revised stormwater plan
will be reviewed under the Express Review Program. Until the Division receives your modified
application, this project shall remain on hold as incomplete. In any further correspondence,
please refer to the DWQ project number.
