Dear. Mr Preyer:
The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed
the Monitoring Report for the above-referenced site. Eric Kulz and Tammy Hill from DWQ conducted
a site visit on November 29, 2007. Our comments regarding the report and site are as follows:
• Overall, the site appears to be developing positively toward a riverine bottomland hardwood
forest swamp forest complex. The monitoring report noted that gauge 7 (8.8%) did not meet
the 12.5% hydrologic success criterion, and that vegetation plots 3 (118 TPA) and 6 (319 TPA)
did not meet the Year 3 vegetation criterion of 360 trees per acre. Observations at the site visit
confirmed that these results were due to natural variations in site conditions, rather than a
systemic problem that would indicate potential failure of the site. No remedial action is
recommended at this time.
• We appreciate the correlations drawn between project monitoring results and reference site data.
In future monitoring reports, please provide vegetation and hydrology monitoring data from all
monitoring years in a tabular form so that trends in the site's development over time can be more
easily evaluated.
