DWQ staff have reviewed the abovementioned report dated March 2007 (received April 10, 2007) and
support the full release of credits for this mitigation bank for next year of the mitigation bank. However there
are several caveats that Charlotte Storm Water Services should be aware of as follows:
1. In future reports, the applicant must provide a summary table that lists the agreed-upon success
criteria and compares them directly to the progress during that past year as well as for all previous
years. This will make comparison of success easier and avoid the need for examining multiple files
in order to make a final decision.
2. The Division believes that the watershed credits have been met for the TSS reduction but clearly
have not been met for the macrobenthos and water quality criteria. Unless these criteria are met
next year (along with the other success criteria), DWQ will not support a full release of the next
portion of the watershed credits since all the success criteria would not have been met.
3. Why was there no aquatic macrobenthos monitoring done for the Sheffield Park site in 2005 and
2006? Since there are macrobenthos success criteria, it seems imperative that this monitoring be
done. Please have the applicant specifically address this issue promptly so the MBRT can decide
what (if any) action is required.
