Sullins,Director Division of Water Quality October 25, 2007 Mr. Kenny McDowell City of Greensboro Stormwater Management Division P.O. Box 3136 Greensboro, NC 27402-3136 Dear Mr. McDowell; RE: Division of Water Quality'staff review of Wetland and Floodplain Monitoring Report: 2006 South Buffalo Creek Stormwater Wetland Project DWQ # 2001-0263, Guilford County Division of Water Quality staff have reviewed your report dated February 22, 2007 concerning the Floodplain and Wetland monitoring for the abovementioned project. I apologize for the tardiness of our response and we will strive to respond in a more timely manner in the future. Basically, the Division believes that since the water control structure has not yet been fully operational, that our requirement for five years of monitoring after construction has not really begun. Therefore we will need to extend the monitoring time for this facility to ensure that we have five years of post-installation data. The data that have been gathered to date will provide a valuable background data upon which to compare the effect (if any) of the facility on the adjacent wetlands. Please provide a written plan to DWQ in response to address this issue. We concur with your plan to mow herbs and plant four foot tall trees in area D5. We also concur with your plan to change the monitoring method in area D8 and request that maps, photos and narrative regarding selection and location of additional monitoring points should be included in the next monitoring report. We also concur that efforts should be taken to address aggressive exotic plants in the site. Finally we believe that it is important to continue the 2-week monitoring interval and submit data including every date point (rather than a monthly average) in order to allow us to evaluate hydrology changes at the site over time.
