NOTICE OF A PRE-HEARING WORKSHOP, DESIGN PUBLIC HEARING AND
ROADWAY CORRIDOR OFFICIAL MAP ACT PUBLIC HEARING FOR THE
IMPROVEMENTS TO NC 11 AND US 264 BUSINESS
(GREENVILLE SOUTHWEST BYPASS)

The North Carolina Department of Transportation (NCDOT) will hold a Design
Public Hearing on Thursday, November 20, 2008, at the Temple Free Will Baptist
Church (FWB), located at 130 West Fire Tower Road, Wmterville, 28590
NCDOT representatives will be available at a Pre-Hearng Open House, in the
gymnasium of Temple FWB Church between the hours of 4 30 p m and 6 30 p m to
answer questions and receive comments relative to the proposed project The
opportunity to submit written comments or questions will also be provided Interested
citizens may attend at any time during the above mentioned hours
The formal public hearing for the proposed project will begin at 7.00 p m in the
auditorium of Temple FWB Church The presentation will consist of an explanation of
the proposed design, and right of way and relocation requirements and procedures
The hearing will be open to those present for statements, questions and/or comments
The presentation and comments will be recorded and a written transcript will be
prepared
Anyone wishing to speak at the formal hearing may register to do so at the pre-
hearing workshop, immediately prior to the formal hearing or by calling Mr Ed Lewis
at (919) 715-1593 Speakers will be called in the order they signed up A five-minute
time limit will be imposed for speaking in order to allow a fair opportunity for all those
wishing to do so Additional spoken comments will be received after those who
registered have finished their comments
NCDOT proposes the construction of an eleven-mile controlled-access freeway
facility for the Stantonsburg Road (US 264 Business) / Memorial Drive (NC 11) corridor
on a new location Bypass Alternate 4-EXT was chosen as the preferred alternative
based on public comments received at the Corridor Public Hearing (September 7,
2006), comments made upon review of the Draft Environmental Impact Statement
(DEIS), and upon agency coordination
The purpose of the project is to improve traffic flow and congestion on Memorial
Drive (NC 11) and Stantonsburg Road (US 264 Business), relieve congestion on NC 11
in Greenville, thereby improving safety and reducing accident potential, and improve
regional travel along the US 264 / NC 11 corridor
The public hearing will also serve as a Roadway Corridor Official Map Act Public
Hearing for the Greenville Southwest Bypass in Pitt County This will amend the
Roadway Corridor adopted in 1993 Under this General Statute, building permits will be
restricted within the protected corridor

environmental document, the Administrative Action State Record of Decision (ROD), is

NCDOT will provide auxiliary aids and services under the Americans with
