REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN
Dear Mr. Scarnati:
On October 22, 2007, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification.
to impact 52 linear feet of perennial stream to construct the Waynesville Town Center in Haywood
County. In order to meet Condition 9 of the 401 Certification for this project, a stormwater
management plan for Outparcel B, dated July 31, 2008, was received by the DWQ on August 1,
2008. A revised stormwater management plan for Outparcel B, dated September 22, 2008, was
received by the DWQ on September 24, 2008.
The DWQ has determined that the revised stormwater management plan was incomplete as discussed
below. Please provide the following information so that we may continue to review your project.
Additional Information Requested:
1. Overall site: As requested previously, please clearly show the stormwater drainage system,
showing inlets, pipes and pipe outlets, on the plans.
2. Wet detention pond: The DWQ will not accept the wet detention pond as proposed in the
most recent submittal, dated September 22, 2008. Although you have addressed some of the
DWQ's concerns in your revised submittal, two crucial issues remain:
a. The vegetated shelf of the wet detention pond must extend around the entire
perimeter of the main treatment area. Retaining walls may then be placed upslope of
the vegetated shelf. This requirement is not negotiable.
b. Your data indicate that the SHWT is located 1.75 feet above the level of the proposed
PVC liner at the invert of the wet detention basin. On a Brownfield site, the DWQ
will not allow a design that has the potential for contaminated groundwater to enter a
stormwater BMP. Please provide an appropriate BMP to treat a Brownfield site, such

as a closed sand filter. For additional suggestions about managing stormwater on a
Brownfield, please see http://www.epa.govibrownfields/publications/swdpO4O8.pdf.
Sand filter:
a. The BMP Supplement Form indicates that this is a closed sand filter - however, the
design indicates that the sand filter is open. Please explain the discrepancy.
b. The proposed design for discharging the stormwater from the underdrain system has
a high potential for clogging. The six-inch outlet pipe is sloped at only 0.25% -
please reconfigure such that the minimum slope is 0.5%. In addition, this pipe enters
the flow splitter/outlet box at the same elevation of the 15-inch outlet pipe, another
component of the design that is likely to cause clogging. Please address this issue in
your resubmittal.
c. Please provide a minimum of two underdrains per the BMP Manual. In addition,
please specify lateral spacing and sizing of the perforations on the plans.
d. Please explain why the flow is being distributed to the treatment area via eight-inch
perforated pipes rather than a weir structure as specified in the BMP Manual.
e. The side slopes of the sand filter, the forebay and the berm must be 2:1 unless you
can submit compelling evidence that the soils will be stabile at a 1:1 slope.
Please submit this information within 30 calendar days of the date of this letter. The DWQ will
require the above additional information to finalize review of the stormwater management plan for
the subject property. You are welcome to contact me at 919-715-3425 if you have questions or
