Ms. Cook: The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed the Monitoring Report for the above-referenced site. The general overall physical stability data looks good for the restoration reaches. Cross-sections appear stable in both riffles and pools. The longitudinal profiles show minimal adjustments. Future monitoring efforts should continue to watch the longitudinal profiles to ensure that channel features (riffles and pools) continue to remain present and in appropriate relative proportions, and significant aggradation of the pools does not occur. Vegetation monitoring indicates that the site is meeting the success criteria, although supplemental planting occurred in 2008. The survival and vigor of planted trees appears somewhat of a concern. DWQ hopes that the trees are able to establish themselves and achieve a growth rate significant enough to compete with the planted and volunteer herbaceous vegetation. This appears to be an ongoing problem with riparian zones in the Piedmont, especially considering recent drought conditions.
