Riparian Buffer Rules
Broadmoor Subdivision Section Six

Dear Mr. Adams:
On February 28, 2000, I met with you at the subject property to conduct a site visit for the above
referenced project. This project is referenced by the Raleigh Regional Office as NBRRO 00-060. The
features represented on the Johnston County Soils and the USGS maps were evaluated to determine their
subjectivity to the Neuse Buffer Rule.
As a result, it was determined that the farm pond is the main water body and is represented on both maps.
The unnamed tributary emanating from the pond is shown as starting at the dam on the USGS quad but is
represented as starting well to the southeast of SR 1010 on the soils map. Since the dam has been
breached and the pond somewhat drained, it is appears that the feature becomes subject to the Neuse
River Basin: Nutrient Sensitive Waters Management Strategy; Protection and Maintenance of Existing
Riparian Areas, Administrative Code T15A:02B.0233 (NCAC 0233) off property. The old pond
therefore not subject to riparian protection.
The plat map received by this Office on April 6, 2000 indicates that the pond will be converted to a
facultative wetland and buffered (although this is not a requirement of the Rule). This letter only
addresses the applicability of the Neuse Buffer Rules. Thank you for your attention to this matter and if
