Highway 210 in Surf City, Pender County North Carolina. The application is incomplete at this time and we need additional information in order to process this application. The needed information is as follows: 1. The wetland impact calculations in the PCN are incorrect. Impact number 15 is not described in the PCN and impact number 4 is not consistent with the impacts on the submitted plans. As described, this activity does not qualify for a nationwide permit because the wetland impacts are 0.508 acres. Also, we recommend that the impacts be rounded to the nearest thousandth of an acre. Please provide a revised PCN to reflect the impacts on the submitted plans. 2. Please indicate where retaining walls will be utilized on the site plans. Please explain why retaining walls are not a practicable alternative for the areas where they are not proposed. 3. Please provide information comparing the number of proposed parking spaces for this development to the minimum parking spaces required by the Town of Surf City. 4. In order to reduce impacts at impact area 16, a culvert should be placed to maintain hydrologic connectivity. 5. Please provide a draft preservation document that will be used to preserve the remaining on-site wetlands. 6. It appears that wetland impacts can be avoided and/or minimized by doing the following: q Reducing the number of parking spaces at impact number 2 and providing access to the building from Highway 210. q Reducing the number of parking spaces and reconfiguring the building layout for buildings 1 and 2. q Shifting the entrance road west approximately 15 to 20 feet at impact areas 1, 3 and 4. q Reducing the number of square features/storage units at impact areas 3 and 6. 1 of 2 10/27/2008 3:19 PM Harrris Teeter and Captiva Commons (UNCLASSIFIED) q Reducing the number of parking spaces and shifting the road away from the wetlands at impacts 4 and 5. q Shifting buildings 3 and 16 south to avoid impacts 15 and 17. If storm water management facilities will be placed in those areas, please depict them on the site plans. q Directionally drilling the utility lines to avoid impacts 10, 11, and 13. 7. If you are seeking a signed wetlands survey, please provide legible maps on 11 x 17 sheets. We have considered your application incomplete at this time and will take no action until we receive the above-requested information. Please submit revised plans if you are able to avoid and minimize impacts. Please provide justification for the above impacts if you are not able to avoid and/or minimize them. If DOT requirements will be used to justify impacts, please provide DOT regulations and/or written correspondence from DOT. If we do not receive this information within 30 days of receipt of this letter, we will consider your application withdrawn and close the file.
