This approval allows you to: 1). Remove three 48" culverts and the associated earthen causeway and replace it with a 50' long by 28' wide concrete bridge span over Polly Gully Creek; 2). In association with the bridge span two addition 18" culverts are proposed to replace two 18" outlet pipes from a sediment basin at the northern end of the St. James causeway near the Gauntlet Clubhouse; 3). Construct a temporary road in wetlands that has a maximum width of 55' (including all sideslopes) and 350' long. 4). Remove two 30" and two 60" culverts and the associated earthen causeway and replace it with a 50' long by 28' wide concrete bridge span over Beaverdam Creek. This approval is only valid for the purpose and design that you described in your CAMA application dated February 21, 2002 received by the Division of Water Quality (DWQ). After reviewing your application, we have determined that General Water Quality Certification Number 3371 covers this activity. This Certification allows you to use your CAMA Permit when the NC Division of Coastal Management issues it. Please keep in mind that there may be additional Federal, State or Local regulations applicable to your project, such as (but not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations and Coastal Stormwater. In addition, this approval will expire when the accompanying CAMA Permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your CAMA application dated February 21, 2002. If you change or modify your project, you must notify the Division (DWQ) in writing and you may be required to send us a new application for a new certification. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). Removal of the temporary causeway must be done immediately after the bridge placement is completed to restore the wetlands. 3). The attached Certificate of Completion (COC) must be submitted to the Division upon final construction of the site. Please notify this Office at the number listed below if any problem arises during the construction of the project that may affect water quality. PROJECT SUMMARY: The applicant proposes to remove existing culverts from 2 earthen causeways and replace these culverted areas with small bridge spans. PROJECT DESCRIPTION St James Plantation is an existing residential golf course community off of Highway 211 in Brunswick County. A portion of the property has been developed with single-family homes, condominiums, golf courses, clubhouses, marina, boat storage and other amenities for the residents. Approximately half of the St. James tract has been developed (1000 acres more or less) leaving another 1000 acres of the property to be developed. St. James borders the Atlantic Intracoastal Waterway and Beaverdam Creek. Polly Gully Creek, a tributary to Beaverdam Creek bisects the property. The area lies within the Cape Fear River Basin. The St. James Property Owners Association is applying to do work at two existing stream crossings. The existing crossings currently consists of earthen fill causeways with culverts through the fill. The applicants propose to remove a section of the fill and install slab concrete bridges where the curlverts are. Each crossing is described separately in the following paragraphs. Polly Gully Creek is a tidal creek flanked by vast expanses of coastal marsh. It is a tributary of Beaverdam Creek. Polly Gully splits off of Beaverdam Creek and flows to the north west, unobstructed until it reaches the fill causeway at St. James Drive. The tide flows through four existing culverts in the earthen causeway. There is coastal marsh on the upstream side of the fill causeway that is supported by the tidal flow through the culverts, groundwater and stormwater runoff. The high ground land abutting the coastal marshes of Polly Gully Creek is developed with Golf Courses or clubhouse amenities. The waters of Polly Gully Creek have been classified as SC Sw HQW by the Division of Water Quality. The Division of Marine Fisheries has designated this area as a primary nursery area; it is closed to shellfishing. The existing earthen causeway crossing the marsh and creek at St. James Drive is approximately 370' long by 23' to 28' wide. The main channel of Polly Gully Creek runs through three existing 48" culverts under the causeway. Farther down the causeway there an existing 18" culvert that has been retrofitted with a 10" liner. This culvert provides passage for a smaller feeder channel of the same creek. The three 48" culverts are to be replaced with a 50' concrete bridge span. The existing fill material in this 50' section would be removed. Two additional 18" culverts are proposed in conjunction with the existing 18" culvert, which will be left in place. The applicants are proposing the bridge span because they have concerns about the causeway washing out during a flood or storm event. St. James Drive provides the only access into and out of Section III of the development. A core slab bridge has been designed to replace the three 48' culverts. The bridge span is proposed at 50' long by 28' wide, 21" thick. The top surface elevation is approximately 6.5 with the channel bottom elevation underneath the bridge being 0.0. The bridge is to be pile-supported with side slopes at each end. A 15' concrete approach with fill material underneath is proposed at each end of the new concrete span. See the sketch entitled "New Concrete Core slab Bridge Sketch", Polly Gully Creek. The installation of this 50' span should result in increased tidal flow while removing a portion of old fill material out of the coastal wetlands. St..iames Propcm(_)waers Associati,ni Page 3 In addition to the above-described work, the applicant plans to replace two 18" outlet pipes from an existing sediment basin at the northern end of the St. James causeway near the Gauntlet Clubhouse. The existing pipes are old and need to be replaced. This is not directly related to the bridge work but would be done at the same time. In order for the 50' pile-supported bridge span to be installed it will be necessary to construct a temporary detour road around the work. The applicant proposes to install a plastic geogrid liner in the coastal marsh immediately west of the existing mad. Temporary fill material for a road would be placed on top of this liner. The temporary road is designed to be approximately 55' wide by 350' long with approximately 4' of depth (fill). The 55' width includes side slopes. Three 48" temporary culverts are proposed through the fill. See Sheet C-4, St. James Drive, for alignment, location and cross-section of the proposed temporary mad. All portions of the temporary mad would be removed after the construction is complete at the existing causeway road. The impacted coastal marsh area will be restored to the pre-construction conditions (elevation and marsh plants). The second bridge span that is proposed is located on Players Club Drive at the causeway crossing of Beaverdam Creek. Beaverdam Creek is a tidal creek that runs from the Atlantic Intracoastal Waterway to Highway 211 through St. James Plantation. Some sections of Beaverdam Creek are navigable but navigability does not appear to extend as far as this Players Club road crossing. Currently the road crossing consists of an approximate 100' by 32' earthen fill causeway at Beaverdam Creek. There is an existing wooden bulkhead holding the fill material in place. Four existing culverts presently handle the flow of the creek through this fill. The culverts are two 30" and two 60" pipes. There are small areas of federal wetlands along the banks of the creek. The wetlands are denoted on the plans. On Sheet C-4, Players Club Drive Bridge, note that approximately 375 square feet of federal wetlands will be impacted by this project. The areas to be impacted lie immediately upstream and downstream of the bridge span. The reason for the wetland disturbance is fill related to the side slopes of the bridge abutment and excavation to channel the waters of Beaverdam Creek under the new bridge span. The areas to be impacted are labeled and cross-hatched on Sheet C-4, Players Club. The work is being proposed due to the applicants' concern that the road will wash out during storm or flood events. They report that past storm events have eroded the backfill materials from the end of the culvert pipes and that backed-up water on the upstream side of the crossing overtops the road at times. The four culverts are to be replaced with a 50' long by 28' wide concrete bridge span over Beaverdam Creek. This bridge span will be 21 " thick with an approximate elevation of 16.5. The elevation of the channel bottom under the bridge is 7.0. Fill slopes are to be located at each end under the bridge. In addition, 15' long by 26' wide concrete approach slabs are proposed at each end of the bridge. Fill material will be replaced underneath these approach areas as shown on the "New Concrete Slab Bridge Sketch", Player's Club Roadway Crossing. The bridge span should provide less restricted flow through the causeway. No temporary roadways or temporary fill is associated with this crossing since residents have an alternate access to their properties. A tract, Section 20, on the Atlantic Intracoastal Waterway has been designated to store or dispose of any additional soil material generated from the proposed project. The site is an old spoil disposal area which has been previously disturbed. St. James Property Owners Association Page 4 The waters of Beaverdam Creek have been classified as SC Sw HQW by the Division of Water Quality. The best use of class SC waters is listed as "aquatic life propagation and survival, fishing, wildlife, and secondary recreation". The Sw class is swamp waters which have low velocities and other natural characteristics which are different from adjacent streams. The HQW refers to high quality waters which are waters rated as excellent based on biological and physical/chemical characteristics through monitoring or special studies. The Division of Marine Fisheries has designated Beaverdam Creek as coastal waters and a primary nursery area, closed to the taking of shellfish. 10. ANTICIPATED EMPACTS Approximately 20,000 square feet of tidal, coastal marsh habitat will be disturbed as a result of this work. Most of the work should be temporary in nature. There will be 375 square feet of federal wetland impacts associated with the installation of the Beaverdam Creek bridge span. This work will not be temporary. The construction will result in some localized, temporary turbidity. Positive impacts include the removal of old, existing fill underneath the proposed 50' bridge spans at each crossing. Janet M. Russell /February 20, 2002 / Wilmington Project Narrative Roadway Improvements Project, Polly Gully Bridge and Players Club Drive Bridge St. James Plantation Property Owners Association, Inc. Existing Conditions Polly Gully Bridge Site: St. James Drive crosses the run of Polly Gully Creek on an earthen fill causeway, which is supported on each side by a wooden bulkhead. This road crossing site pre-dates the development of St. James Plantation. The causeway carries all vehicular traffic into and out of Phase Ill at St. James Plantation. The crossing is also used for golf cart traffic playing the back nine holes at The Gauntlet Golf Course. The coastal wetlands on either side of the causeway are near the upper reaches of the estuarine system, which extends downstream to join Beaverdam creek and eventually the Intracoastal Waterway. Currently, there are three 48" diameter culvert pipes that handle the daily tidal flows within the creek channel. An additional single 18" culvert is located away from the main creek channel and is aligned with a small feeder channel, which was truncated by the original road crossing. This culvert was recently repaired under an emergency authorization from DCM. Due to a pipe joint failure, material supporting the roadbed, had blocked water flows and created a hole in the road surface. The repair consisted of cleaning out material within the pipe, inserting a new 10" diameter pipe through the old pipe and placing cement grout between them to form a permanent seal. Twin 18" outlet pipes from a sediment trap near the northern end of the crossing parallel the roadway and terminate near the downstream ends of the main causeway culverts. Fluctuations in creek levels at the site are predominantly tidal but are influenced by fresh water from the upper Polly Gully and Middle Swamp system, especially during intense rainfall events. Players Club Drive Bridge Site: Players Club Drive crosses the run of Beaverdam Creek and is situated atop culverted earthen fill supported by wooden bulkheads. This crossing site also pre- dates the St. James Plantation development. This roadway currently handles all vehicular traffic into and out of the Players Club and Regency Park. A new entrance road is planned which will allow access to these neighborhoods from highway 211. Use of this new entrance road will allow improvements to the Beaverdam Creek crossing site without the need for a temporary road. The crossing site features jurisdictional 404 wetlands but is not within a CAMA Area of Environmental Concern (AEC). Freshwater flows here are from wetland headwaters areas and water levels are driven primarily by precipitation received. The crossing currently features two 60" and two 30" diameter culvert pipes. Need Polly'Gully Bridge Site: A primary concern at this site is- the integrity of the crossing during storm or flood events. This relates not only to maintaining the single road connection to the Phase III area, but also to the personal safety of drivers. In order to reduce the threat of a road washout, alternatives were considered that would allow a greater volume of water to pass beneath the roadway, which would alleviate the potential for damages caused by hydraulic pressures. Since they are currently in disrepair, the replacement of the two parallel drainage pipes from the nearby sediment trap is also desired. Approximate project costs provided by the engineer were also considered in the evaluation of alternatives. Associated benefits from a greater flow capacity relate to the environment. The upstream portion of the coastal marsh system would experience enhanced tidal flushing more closely resembling original, pre-crossing conditions. This increased tidal flushing could benefit larval and juvenile fish and shrimp migrating into and out of the nursery area upstream of the crossing and increase the availability of water-bourn nutrients and detritus while extending the reach of more saline waters from the lower marsh. Two-way vehicular traffic and golf cart traffic currently share the 23' to 28' wide paved surface between the wooden guard rails. Future preliminary plans call for the separation of this traffic with a proposed elevated wooden cart path bridge to be applied for and constructed by the golf course owner, The Gauntlet at St. James Plantation, LLC. Players Club Drive Bridge site: As with the Polly Gully Bridge site, the integrity of the crossing itself is the primary concern. Past storm events have eroded backfill material from the downstream ends of the culvert pipes within the wooden bulkhead. Additionally, during flooding events, water on the upstream side of the crossing overtops the eastern approach road. The applicant desires a permanent solution for this problem. By enhancing the flow capacity under the roadway, the backup of water would be minimized. Associated benefits would include the reduction of obstructions within the aquatic corridor. • ? 'r r ij Alternatives Polly Gully Bridge site: No Action. If no action were taken, the long-term integrity of the causeway would remain in question due to the limited water exchange capacity of a culvert system, especially during intense storm or flooding events. Since this is the single entry point to the entire Phase III area, property owners would lose the opportunity to help safeguard their traditional access. Associated environmental benefits resulting from an increase in tidal flushing for the upper marsh would not occur under the no action alternative. Full Length Bridize. A full length bridge would provide essentially unobstructed flows during high water events, maximize tidal flushing for the upper marsh and allow for the restoration of marsh area currently occupied by the fill causeway. All of these benefits are desirable, but the cost for such a_briidge is. prehit itive. The bridge would need to be designed to support all anticipated forms of construction equipment, concrete trucks and emergency vehicles. An approximate cost for this type of bridge would be in the range of $2,158,000. New Alternate Route. The layout of Phase III was based on making use of the existing causeway crossing location that was present prior to the purchase of the land for the development of St. James Plantation. In order to access Phase III by another route, the Middle Swamp wetland system would need to be impacted, since it extends from the causeway site to the western limits of the St. James property. The developed sections of Phase II and III that lie on either side of the run of Middle Swamp are designed neighborhoods with no opportunity for a new major traffic artery. Cored Slab Bridge Section (Preferred Alternative). The proposed 50' span cored slab bridge would allow for improved water passage under the roadway and reduce the threat of washout or damage to the causeway in high water events. In order to construct the bridge section, a temporary roadway to handle traffic flow would be required along approximately 2/3 of the length of the causeway. The estimated cost for the proposed project is $280,000. This also includes the planned addition of two 18" culvert pipes under the causeway to the west of the bridge section near the site of the small, truncated tidal creek. Associated benefits to the marsh system through increased tidal flushing as described, would also be realized. Twin Cored Slab Bridge Sections. This alternative includes an additional 50' span cored slab bridge at the site of the small, truncated tidal creek. In order to construct these two spans, the temporary roadway required for traffic flow during the project would need to cross the entire width of the marsh. The additional bridge span at the site of the small, truncated tidal creek would not significantly increase the amount of tidal flushing here as compared to the proposed installation of the two 18" culvert pipes (in addition to the existing 10" pipe) in this location. The estimated cost for the twin bridge alternative would be in the range of $594,000, which is considered prohibitive. Players Club Drive Bridge Site No Action. The no action alternative would require on-going maintenance to address the chronic erosion problem at the lower end of the existing culvert pipe system during high flow events. The overtopping of the eastern approach road during flooding events would continue to occur. Associated benefits related to the increase in flow cross-section would not occur. Additional Culvert Pipes. The addition of more culvert pipes would increase the flow rate beneath the roadway to a certain extent. However, with the desire to maximize the flow to prevent road flooding and to minimize the level of maintenance at this crossing, the additional culvert alternative does not meet the goals of the project. Cored Slab Bridge Section (Preferred Alternativej. The proposed 50' span cored slab bridge would maximize the flow beneath the roadway and minimize the threat for flooding of the eastern approach road. Due to the very narrow width of the streambed, a single 50' span will offer a complete crossing of the normal waterbody. This alternative best meets the goals of the project. Additional access information: Access to the Players Club and Regency Park neighborhoods is currently limited to this crossing. The future entrance road off of hwy 211 will provide a second permanent access point. The distance between the existing crossing and the new entrance is approximately 1.7 miles. In order to reach the Players Club and Regency Park from within St. James Plantation, a road must cross the Beaverdam Creek system. When the future entrance road is completed, the existing crossing will continue to provide a primary route for access from the St. James Fire Department and Town Hall, which are located within 500 feet of the crossing. Project Construction The engineer has provided the following outline of the construction sequence for both crossing sites: Construction Sequence 1. Obtain all necessary permit approvals prior to any land disturbing activity. 2. Hold a pre-construction meeting with the erosion control inspector. 3. Install gravel construction entrance, silt fencing, culvert outlet protection, and - sediment trapping devices. 4. (For Polly Qully) Install rigid, plastic geogrid over area to support temporary,- roadway. Using small equipment (e.g. a D-4 or D-5) spiead_sand fill over geogrid and build temporary road with temporary culverts. - ` 5. Excavate proposed drainage channel and drive piles to support new bridge. 6. Re-route any existing utilities under/around drainage channel. 7.' Pour concrete bridge supports, install concrete slabs, post-tension slabs together. 8. Pour concrete bridge approaches. 9. Over-top bridge and approaches with asphalt overlay. 10. (For Polly Qully) Incrementally remove temporary road and culverts. Remove geogrid from marsh areas and restore to existing conditions. 11. Stabilize (fertilize, seed, and mulch) all disturbed areas as soon as final grades are established. 12. Once construction is complete and all disturbed areas are stabilized, remove temporary erosion control measures. In addition to the above measures, representatives of the Corps of Engineers, NC Division of Coastal Management and NC Division of Water Quality will be invited to the pre-construction meeting. Mitigative Considerations Polly Gully Bridge Site Upon the removal of the temporary roadway, the stockpiled marsh substrate material that was removed for the installation of the temporary culvert pipes will be used to restore the marsh area and elevation at that location. Spartina alterniflora and Juncus roemeranus seedlings will be planted on a 2' spacing in the former temporary roadway footprint based on relative elevation. The Spartina seedlings will be installed in lower elevations and closer to the run of the creek while Juncus will be placed in higher elevations. Time- release fertilizer such as Osmocote will be applied within the planting holes to promote rapid early growth and stabilization. It is also anticipated that rhizomal growth from beneath the original marsh surface will occur and supplement the planted density. Over time, with the planted and regenerating species, full restoration of the marsh extent and function within the temporary roadway area is expected. The improved tidal flushing associated with the bridge span installation would benefit the upper marsh nursery function as described. Players Club Drive Bridge Site The planned bridge span over Beaverdam Creek will open up the cross-sectional area for downstream flows. The aquatic corridor will be less restrictive to mobile organism movements in either direction. The extent of historically formed creek flood plain areas both above and below the bridge will function in a manner more closely resembling pre- crossing installation. The installation of a permanent bridge span with bank stabilization will eliminate periodic erosion of culvert backfill materials into the stream system during high flow events.
