The land owner should have the right to request and receive the removal of the pipe line and land restoration as it was prior to the installation. This requirement shall be at no cost to the owner and completed in a timely manner when requested by the land owner. And the right of way removed from the property records. Case in Point; The Dixie Pipeline cross's my 55 acres located in southern Wake County. It is abandoned and now that Wake Property has increased in value, I want to sell the land for development. The Pipeline has become a negative impact to this property. Dixie Pipeline has no obligation to remove and restore the property as far as I know. I receive no payment from Dixie for the use of my land, yet I have restricted use. Does Dixie Pipeline have any obligation to remove this from my property? This situation should be taken into consideration with the ACP project.
