D DEPARTMENT OF TRANSPORTATION MICHAEL F EASLEY DIVISION OF HIGHWAYS GOVERNOR September 24, 2008 U S Army Corps of Engineers Wilmington Regulatory Field Office Post Office Box 1890 Wilmington, North Carolina 28402-1890 LYNDO TIPPETT SECRETARY 081486 ATTENTION: Mr Brad Shaver NCDOT Coordinator SUBJECT Nationwide 14 Permit Application for Primary Road Improvement (Bugaw Highway), Onslow County Project Number: 41922.3.1/R-5023 (DWQ Permit Fee $240) Please find enclosed a PCN application from the North Carolina Department of Transportation for a Nationwide 14 permit from the Army Corps of Engineers for the primary road unprovement project of NC 53 (Burgaw Highway) in Onslow County The scope of the project will be to widen the existing road to a 34ane section to tie in the existing 3-lane sections and to add paved shoulders to both sides of the road In some areas ditches will be piped Also, 3 crosshnes and 1 box culvert will be extended to accommodate the widening The length of the project is 4 3 miles The purpose of the project is roadway safety IMPACTS TO WATERS OF THE UNITED STATES This project is located in the White Oak River Basin within USGS hydrologic unit 03030001 (subbasm 030502) The proposed project will impact 0 015 acres of cutover headwater swamp, identified on the inlet end of Pipe 4 on the permit drawing This project will also impact 60 feet of intermittent waters to extend 3 crossline pipes and 12 feet of perennial impacts to extend a box culvert These impacts were discussed with you at an April 24, 2008 field meeting It is NCDOT's understanding that ONWASA (Onslow Water and Sewer Authority) has submitted a separate application for partial relocation of their utilities along this corridor There are no other utility issues associated with this project COMPENSATORY MITIGATION The Department has avoided and minimized impacts to Jurisdictional resources to the greatest extent possible Side slope designs have been reduced to 3 1 at the wetland site and best fit 124 Division Drive, Wilmington, NC 28401 PHONE (910) 251-5724 FAX.
