Brief description of the site including existing site conditions and land use(s); The Blackbird Mitigation Site (the "Site") is located at Parker's Mill Pond, approximately 6 miles southeast of Benson in Johnston County, NC. The site was previously a large pond with surrounding land use consisting of pasture, wooded wetland areas, and low-density residential housing. Flooding from Hurricane Matthew caused the dam to breach in October 2016, and the pond has subsequently been draining since. Channels are beginning to form within the old pond bed. Riparian wetlands are located throughout the project area, especially along floodplain of John K. Swamp and Mill Branch, both located upstream of Parker's Mill Pond. All jurisdictional wetland areas in the project corridor were delineated in August 2016 and were later approved by the USACE.
