Project Overview:
NTE Carolinas II, LLC ("NTE") is developing and plans to construct, own and operate the Reidsville Energy Center, a
greenfield, natural gas -fired one-on-one combined cycle gas turbine facility, with a nominal output of 500 MW (the
"Project"). The Project is located near Reidsville, in Rockingham County, North Carolina. The Project will employ one
combustion turbine, either a Mitsubishi G-class or a Siemens H-class advanced combustion turbine, with supplementary
duct firing. The exhaust heat from the combustion turbine and the supplemental duct firing will be captured and converted
to steam in a Heat Recovery Steam Generator ("HRSG"), before passing through a steam turbine to generate additional
power. Of the 500 MW output, approximately 27S MW will be generated from the combustion turbine and approximately
225 MW from to the steam turbine.

The Project will utilize mechanical draft, counter flow, evaporative cooling towers for heat rejection at the condenser.
Expected daily water volumes required for the cooling towers are shown in the table below for the various operating
conditions.

Waste & Wastewater Services
The Project has requested water & wastewater services be provided by Rockingham County. Rockingham County has
proposed to design, permit, construct, own and operate an intake structure, pump station and pipeline that will draw
water from the Dan River and provide the Project with adequate quantities of process cooling water. Additionally, the
Project's cooling tower blowdown will be discharged to Rockingham County via a County -owned lift station and pipeline,
returning the discharged cooling water to the Dan River.
